Replace and Install New HVAC Units at the Harrison County Adult Detention Facility Replace and Install New HVAC Units at the Harrison County Adult Detention Facility The Owner expressly reserves the right to accept or reject any or all bids or any part of any or all bids based on a best bid determination. If the Bid documents request separate bids on phases or items of a project, the Owner reserves the right to accept or reject any or all bids or any part of any or all bids based on a best bid determination on each phase or item for which a separate bid is requested. Envelopes not so marked are submitted at the risk of the prospective Vendor and the County assumes no responsibility for the premature opening of same by any County employee. Proposals sent through the U.S. Mail are done so at the risk of the Prospective Vendor and should be addressed to the Harrison County Board of Supervisors, in care of the Chancery Clerk's Office, Post Office Drawer CC Gulfport, Mississippi, 39502. If the agency is closed for any reason, including but not limited to: acts of God, strikes, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or other natural disasters (the "Force Majeure Events"), which closure prevents the opening of bids at the advertised date and time, all bids received shall be publicly opened and read aloud on the next business day that the agency shall be open and at the previously advertised time. The new date and time of the bid opening, as determined in accordance with this paragraph, shall not be advertised, and all Vendors/Contractors, upon submission of a bid proposal, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Bids shall be received by the agency until the new date and time of the bid opening as set forth herein. The agency shall not be held responsible for the receipt of any bids for which the delivery was attempted and failed due to the closure of the agency as a result of a Force Majeure Event. Each Vendor/Contractor shall be required to ensure the delivery and receipt of its bid by the agency prior to the new date and time of the bid opening. Questions following the tour may be submitted in writing no later than MONDAY, MAY 16, 2024 by 5:00 PM (CST). No additional questions may be submitted after 5:00 PM (CST) on this date. One (1) Original Proposal and seven (4) Copies Are to Be Submitted RFP Information - Replace and Install New HVAC Units at the Harrison County Adult Detention Center. Specifications for replacing 23 rooftop air conditioners at the Harrison County Jail: 1. Cooling Capacity: Vendor to Specify the cooling capacity and curb adaptors required for each unit based on the size of current units. 2. Low Voltage: All units must operate on 24 volts control. Current controls must be unhooked and installed on new equipment. 3. Start-up Time: All units must be replaced and cooling within 10 hours of initial job start, it is vital the jail not be without air conditioning. 4. Location Requirement: The vendor must have a fully staffed office located in Mississippi to facilitate communication and service. 5. Warranty Response Time: The vendor must commit to a 2-hour response time for any warranty issues that may arise for the 2 years, failure to do so will require vendor to pay the county any and all monies spent to keep the jail cooling and incident free. 6. Licensing: The vendor must hold a valid Mississippi Master Mechanical License to ensure compliance with state and local regulations, also vendor must be in good standings with BBB. 7. Equipment: Only Trane equipment is acceptable for this project, ensuring consistency and compatibility across all units. 8. Installation Requirements: Units must be installed according to manufacture specifications and state, local codes. 9. Maintenance: Vendor must maintain new equipment under service contract for 2 years during warranty period including cleanings, inspections, filter changes on a quarterly basis and supply documentation of inspections, to ensure optimal performance and longevity of the equipment. 10. Warranty coverage: Compressor coverage 5 years, coil coverage 1 year, parts coverage 1 year, heat exchanger coverage 5 years, labor 2 years by vendor.
