Dona Ana County is requesting sealed bids for Surveillance Services for the Dona Ana County Health and Human Services Department. Pursuant to 13-1-153 NMSA 1978 of the New Mexico Procurement Code the County reserves the right to multi award this Invitation To Bid (ITB) in order to serve the best interests of the county. The County is interested in entering into an agreement with a firm or firms from July 1, 2024 through June 30, 2025, with the option to renew at the discretion of the County for an additional four (4) one year terms. The successful bidder shall provide surveillance services for offenders convicted of alcohol-related misdemeanor offenses who are placed under supervised probation for effective substance abuse and domestic violence treatment services aimed at preventing and reducing the incidence of misdemeanor Driving While Intoxicated (DWI) and domestic violence offenses. This project is funded through the Local Driving While Intoxicated (LDWI) Program from the Department of Finance and Administration, Local Government Division, Local DWI Bureau for the Dona Ana County Local DWI Program. The below specifications contain the minimum requirements. Specifications: The successful bidder shall: A. Surveillance services will be on a as needed basis as requested by Court Compliance staff for offenders convicted of alcohol-related or other misdemeanor offenses. The compliance officer will request the services by referral form. B. Visit must be completed on date requested per referral form and reported back to compliance officer within a week of surveillance check. a. If the offender has a violent background, it will be stated in the referral form. b. Verification of successful visit attempt will be done with a digital photo of location with a date/time stamp. c. Verification of unsuccessful visit attempts will be done with a digital photo of the location with a date/time stamp. d. Should the first visit attempt be unsuccessful, a second attempt is required within 24-48 hours of the first visit attempt. e. At the first unsuccessful visit attempt a notice will be left advising the offender an attempt was made. f. At the second unsuccessful visit attempt a notice will be left advising the offender an attempt was made, and they must contact their compliance officer withing 24 hours. C. Scheduling of visits will be agreed upon with vendor. Visits must be completed and reported back within a week of the requested visit. D. Contractor and any employee(s) under the contract providing these services must have a valid driver's license and not have had a DWI conviction within the past three (3) years. E. Contractor must be able to obtain, purchase, and use breathalyzer/mouth swabs for testing offenders. Any and all bids not received by the Submission Date shall be rejected and returned unopened. Responsible Bidder: A Proposer who submits a Responsive Bid and who has furnished, when required, information and data to prove that his financial resources, production or service facilities, personnel, service reputation, and experience are adequate to make satisfactory delivery of the construction described in the Invitation to Bid. b. Responsive Bid: A proposal which conforms in all material respects to the requirements set forth in the Invitation to Bid. Determine and waive minor technicalities in the proposal form or requirements not affecting price, quality, or quantity of items or services sought. Reject any or all proposals in part or in whole. Any inquiries or requests regarding clarification of this procurement document shall be submitted to the Procurement Officer in writing. Offerors may contact ONLY the Purchasing Manager regarding the terminology stated in the procurements document. Other County employees do not have the authority to respond on behalf of the County. Offerors shall promptly notify the County Procurement Officer of any ambiguity, inconsistency, or error which they may discover upon examination of the ITB. Any response made by the County will be provided in writing to all contractors by addendum, No verbal responses shall be authoritative. No Addendum will be issued later than three (3) days prior to the date for receipt of Bids, except an Addendum withdrawing the Invitation to Bids or one which includes postponement of the date for receipt of bids.
