Due to concerns over the bid costs, staff is recommending the bids be rejected. Staff plans to rebid under a best value bid process at a later date. No bidder questions will be addressed after 12:00 pm on Monday, May 6, 2024. This is a lump sump bid contract with 4 alternate bids for reroofing and includes: Tear-off and removal of existing roofing system, including membrane and rock ballast, remove and replace wet insulation as needed, add insulation to meet code requirements, replace metal copings as required and installation of a new roof system. The bid bonds must be payable to the City of Apple Valley in the amount of five percent (5%) of the amount of bid, to be forfeited as liquidated damages in the event that the bid is accepted and the bidder shall fail to promptly enter into a written contract and furnish the required bond. The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 60 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 30 days after the date and time set for the Opening of Bids. The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract to the best interests of the Owner.
