The City of Thousand Oaks has an existing Sewer System Management Plan (SSMP) that needs to be updated in accordance with the California Regional Water Quality Control Board requirements. The previous update was prepared in 2019 and filed with the State. Since the SSMP was adopted by the City Council, the State has updated portions of the SSMP requirements to include new guidelines. In addition to the update of the document, the new guidelines need to be incorporated so the 2025 SSMP is compliant. Proposers should note that the City desires and expects your Scope of Work (Scope) to include any and only those tasks and services that may be required as based on your firm's expertise and prior experience. Prepare a proposal to prepare a State of California compliant Sewer System Management Plan (SSMP) for the City of Thousand Oaks. The scope of work should anticipate the following: Coordination and meetings with key City staff to review the past and current processes and procedures that are performed in the operation and management of the sewer system. A workshop shall be included to review the draft SSMP document. A draft and final document will be included in the deliverables. Include a timeline and a fee proposal that describes the process and key milestones for completing the project on time and within budget. Reports, memoranda, and other documents furnished under this Scope of Work will be of a quality acceptable to the City. Deliverables must: be of neat appearance, complete, accurate, as error-free as possible, organized and technically and grammatically correct, reflect the incorporation of City and other agency review comments, and be checked to meet all of the contract requirements. The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 127,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members, with one member serving as Mayor on an annual basis. On July 18, 2023, the City Council adopted an ordinance which will move the City to district-based elections starting in November 2024. Question Submission Deadline:May 21, 2024, 4:00pm City also reserves the right to waive non-substantial irregularities in any Proposal, to reject any or all Proposals, to reject or delete one part of a Proposal and accept the other, except to the extent that Proposals are qualified by specific limitations. The City reserves the right to reject the Proposal of any Proposer who previously failed to perform adequately for the City or any other governmental agency. The City expressly reserves the right to reject the Proposal of any Proposer who is in default on the payment of taxes, licenses or other monies due the City of Thousand Oaks.
