No definite date for rebid. ***Apparent low bid from previous bid opening: New Era Underground - $938,400 City of Portal - Municipal Gas Distribution System Replacement - Rebid Description: Generally, the Work covered by the Plans and Specifications consists of the materials, labor, tools, and equipment required installation of approximately 11,200 LF 4-inch gas supply line, 9,500 LF 2-inch gas distribution lines, and other incidentals as identified in the Plans and Specifications. Details of the construction are included in the Drawings and Project Manual. All Bids must be submitted, and all work shall be done, in full and strict compliance with: 1. The Plans & Contract Documents for this project; 2. Funding Agency Provisions for this project; All Bids are to be submitted on the basis of cash payment for the Work and Materials necessary to complete the project. No electronic bid will be opened, read, or considered if it does not fully comply with the document submission requirements of the vBid system, including acknowledgement of all addenda, copy of Contractors License, and a submission of a Bidders Bond in the sum equal to 5% of the full amount of the Bid, executed by the Bidder as Principal, and by a Surety, conditioned that if the Principals Bid is accepted and the contract awarded to the Principal, the Principal, within ten days after notice of award, shall execute a Contract in accordance with the terms of the bid and bid bond and any condition of the City of Portal. A counter signature of a bid bond is not required under this section. For paper bids, the Bidders Bond and Contractors license shall be in a separate envelope attached to the bid envelope. If a successful bidder does not execute a contract within the ten days allowed, the bidders bond must be forfeited to the City of Portal and the project will be awarded to the next lowest responsible bidder. Bidders shall be licensed for the full amount of the Bid, as required by Sections 43-07-12 of the North Dakota Century Code. No Bid may be read or considered if it does not fully comply with these requirements. Any deficient Bid received will be rejected by the vBid system of resealed and returned to the Bidder immediately. The Owner reserves the right to hold all Bids for 30 days, to reject any or all Bids, and to waive any informality or irregularity in any Bid to accept the Bid deemed in the best interest of the Owner, and to rebid the project until a satisfactory bid is received. For paper bids, there shall be endorsed upon the outside of the envelope containing the Bid, the following: 1. City of Portal Municipal Gas Distribution System Replacement 2. The name of the person, firm, corporation, or joint venture submitting the Bid. 3. The Bidders Contractors License or Contractors License Renewal Number. 4. Acknowledgement of the Addenda, if any. Any deficient Bid received will be resealed and returned to the Bidder immediately. All work shall be substantially complete by November 8, 2024. All work shall be completed and ready for final payment in accordance with the General Conditions by December 6, 2024. Should the Contractor fail to complete its obligations under the Contract within the time required herein or within such extra time as may have been granted by formal extensions of time approved by the Owner, there will be deducted from any amount due to the Contractor the sum of $1,000 per day for each and every calendar day that the completion of the Work is delayed.
