The successful consultant will provide professional Construction Management, Inspection and Materials Testing services necessary for the construction of San Pablo Creek Culvert Repair Project, No. 4187 including, but not limited to, the suggested following items: 1 Assure compliance with items of work required by the construction contract plans and specifications 2 Review and approve contractor submittals required by the construction contract plans and specifications including traffic control plans 3 Inspect the construction elements of the project as required by the construction contract plans and specifications 4 Maintain daily construction diaries that include documentation of the work progress 5 Perform quality assurance and materials testing in accordance with the specifications 6 Prepare, review and sign off on construction progress pay estimates 7 Answer questions from the public concerning the project work and schedule 8 Schedule, lead, and participate in meetings with the Contractor 9 Prepare, review and sign off on change orders 10 Conduct, review and follow up on inspection work to assure completion of the contract including punch list 11 Be available to answer staff questions on an ongoing basis 12 Prepare and transition construction records, as-builts, and files to the City of Orinda. 13 Keep track of budget Caltrans identified the culvert and concrete channel segments as requiring repair to extend their useful life. Caltrans reports dating back to the early 2000s indicate the culvert inverts and concrete channel segments have been abraded for several decades. Caltrans initially recommended lining the invert of the double-barrel box culvert to protect the existing rebar and prolong its useful life. However, during investigations in October 2021, more-significant structural damage was detected than initially reported. Specifically, structural rebar was noted to be bent, corroded, and completely missing, with the second layer of structural rebar exposed at some locations. The investigation also found the concrete walls within the larger, approximately 82-linear-foot open channel segment were leaning into the channel. The Project will remedy the deficiencies by lining the system's invert, stabilizing the open channel segment's leaning walls, and replacing a short length of an existing 12-inch-diameter corrugated metal pipe that conveys stormwater flows into the culvert system just south of Orinda Way. The work to be done by the construction Contractor generally consists of removing debris in the culvert, cleaning the culvert invert, preparing concrete surfaces and exposed rebar, installing new rebar along the culvert invert, overlaying the culvert invert, installing new concrete beam and steel struts, repairing storm drain connection to the culvert, and bypass of creek channel flows as necessary for construction. The estimated construction cost is $_2,300,000_. PROJECT SCHEDULE: The anticipated date for the Notice to Proceed (NTP) for Construction is May 15, 2024. Construction in the culvert shall occur during the dry season from May 1 to October 31. Work in the culvert is not anticipated to start until June 2024. The City will oversee any work before the Construction Management contract commences. The Construction Contract includes 165 Working Days. Working days will be counted based on 6 working days per week, 7 AM to 6 PM. All Saturdays are included in the number of working days. Holidays are excluded from the number of working days. The construction Contractor has an option to complete the work within the said time while choosing not to work on Saturdays. Please include Saturday work as an optional service. STAFFING: Inspector: The City anticipates full-time inspection when construction activities are taking place. Construction Manager: Estimate hours based on work proposed. City prefers the Construction Manager to be a Registered Civil Engineer. Materials Testing: As needed. SELECTION CRITERIA The proposals will be evaluated by a Selection Committee to determine each firm's demonstrated competence and qualifications to perform the requested services. Selection of the prospective consultant will be based on the following evaluation criteria: 1 Consultant's understanding of the project, as demonstrated by the work plan and approach and feedback regarding the proposed plans and specification for the proposed project 2 Recent experience in performing similar studies or projects. 30% 25% 3 Qualifications of the project team, including sub-consultants, being assigned to the project and feedback regarding the proposed plans and specifications for the proposed project. 4 30% Feedback from references given regarding past performance including quality of work and delivery of work within schedule and budget. 5 Proposed project schedule. 10% 5% 6 Ability to meet City contract and insurance requirements (Pass/Fail). P/F The City will make a determination if your proposal meets the minimum qualification of a score of 70 percent. The City may consider to hold a round of interviews of consultants with the highest ranked proposals. The City will then negotiate with the first-ranked qualified firm to negotiate a contract at a price determined to be fair and reasonable to the City. If the City is unable to negotiate a contract with the first-ranked qualified firm, the City will terminate negotiations with that firm and then undertake negotiations with the next ranked firms. GENERAL CONDITIONS Limitations This RFP does not commit the City to award a contract or to pay any costs incurred in the preparation of a technical proposal in response to this RFP. Rejection of Technical Proposals The City reserves the right to reject any or all technical proposals. Award Successful firm will be required to participate in negotiations as to pricing, technical, or other revisions to their proposal. Scope Modifications The City reserves the right to request changes to the staffing and/or scope of services contained in any of the technical proposals and to enter into negotiations with any of the firm(s) regarding their submittal. Consultant Agreement A sample consultant agreement (including specific conditions) is shown in the enclosure. Prospective consultants are expected to meet the City's contract and insurance requirements or otherwise be subject to rejection by the City. Permits and Licenses Proposer, and all of proposer's sub-consultants, at its and/or their sole expense, shall obtain and maintain during the term of any agreement all appropriate permits, certificates, and licenses required in connection with the performance of services hereunder. Non-Discrimination Consultants and sub-consultants shall not discriminate on the basis of race, color, national origin, sex, or physical disability in the performance of City contracts.
