The City of Dublin is accepting sealed proposals for the replacement of the six (6) existing pickleball courts located at Hilburn Park. The Hilburn Park is located on the corner of Woodrow Avenue and Hodges Street in Dublin, GA. The City has planned for the construction of six pickleball courts totaling 108' X 120' for the enjoyment of the residents of the City. The following is a scope of work requested by contractors to construct the courts. The City of Dublin (the "City") has adopted a Parks Master Plan (the "Master Plan") which includes the replacement of the existing pickleball courts located at Hilburn Park. The City is soliciting proposals from qualified contractors to provide all necessary service and materials for the construction of six (6) new pickleball courts totaling 108 feet by 120 feet as specified herein. The location of Hilburn Park is on the corner of Woodrow Avenue and Hodges Street in Dublin, Georgia Any explanation desired by any proposer regarding this proposal must be requested in writing by Friday, May 3, 2024, for a reply to reach proposers before the submission of their proposal. Answers to any questions received will be posted on the City of Dublin website by the end of business on Wednesday, May 8, 2024. Send questions to Matthew Bradshaw, Engineering Director, at bradshawm@dublinga.org. It is anticipated that this project will be awarded at the June 12, 2024, City Council Meeting. Work should commence within ten (10) days after Notice of Award. The City reserves the right to accept or reject any or all proposals, to waive formalities and technicalities, and to make an award in the best interest of the City. Call Matthew Bradshaw, Engineering Director, at 478-277-5036 should you have any questions. SPECIFICATIONS: Construct six (6) new pickleball courts totaling approximately 108' X 120'. The construction of the courts shall include, but is not limited to: i. Haul and place 4" of crusher run with laser grader to ensure a .83% to 1% fall in a single direction. ii. Install 2" asphalt of fine topping asphalt to meet the requirements of The American Sports Builders Association. A specialized paving machine will be required to be utilized to achieve the tolerances required (1/8" in 10ft.). iii. Flood courts with water to check for planarity and to identify low areas (bird baths) and correct as needed to U.S. Court specifications. iv. Color Selection shall be BLUE for the interior playing surface and GREEN for the exterior out of bounds areas. v. Install two coats of acrylic resurfacer over the entire court. vi. Install multiple coats of fortified acrylic color coat to surface. vii. Paint pickleball lines with textured latex paint. viii. Install new Putterman 2 7/8" net posts anchored in concrete footings. ix. Supply and install new Putterman 3.5mm top of the line pickleball nets and center straps connecting to new ground anchors. x. Install pickleball court lines on new courts.
