https://www.nhl.com/hurricanes/news/mixed-use-district-and-arena-enhancement-coming-to-pnc-arena July 02, 2024 RALEIGH, N.C. - Tom Dundon, Owner and Governor of the National Hockey League's Carolina Hurricanes, and the Centennial Authority today announced that the Centennial Authority has approved a development agreement for construction of a multi-phase, mixed-use district around PNC Arena. Additionally, the Hurricanes' lease extension has been approved and signed by the Centennial Authority, officially keeping the team at PNC Arena through at least the 2043-44 NHL season. The signing of the lease extension jumpstarts the $300 million arena enhancement project that will begin construction in 2025, upgrading the 25-year-old arena for Hurricanes and NC State fans. "We are thrilled to begin the transformation of the 80-acre campus around the arena," said Dundon. "The expansion of our dynamic sports and entertainment offerings beyond the walls of the arena will provide fans with a world-class experience. This long-term initiative will help drive sustained growth in our community and would not be possible without the collaborative efforts of the Centennial Authority, NC State, Wake County and the City of Raleigh." Development of the mixed-use district around the arena will be led by Gale Force Sports and Entertainment's real estate affiliate Pacific Elm Properties, a Dallas-based company majority owned by Dundon Capital Partners. Phase one of development will include over 200,000 square feet of entertainment and lifestyle retail, a 150-key hotel, more than 500 apartments (10% of which will be affordable housing at not more than 80% of area median income levels) and 150,000 square feet of office space. Phase one, fulfilling $200 million of the total $800-plus million investment outlined in the agreement, anticipates completion in 2030. A new 4,300-seat ballroom, operated by Live Nation, will bring additional music and entertainment offerings to the mixed-use district. Live Nation is designing a venue that will serve as a community asset and host a wide range of events including concerts, comedy, community events, corporate meetings, special events, and more. The district will feature a variety of food and beverage offerings, along with multiple parks, plazas and promenades. Visitors to the district will enjoy easy and convenient parking, as well as direct walking access to all games and events at PNC Arena and Carter-Finley Stadium. While terms of the deal had already been negotiated, Thursday's signing finalized those agreements. The deal binds the team to the arena through 2044 and allows the team to develop the prime real estate around it. The trend in sports in recent years has been to turn arenas into year-around experiences with retail and restaurants all part of the experience. The Atlanta Braves' home at Truist Park is part of a larger development called The Battery that includes restaurants, ice cream parlors, hotels and even nail salons. In Raleigh. Dundon will develop the area through Pacific Elm Properties, the real estate affiliate of Gale Force Sports and Entertainment (the parent company of the Canes). Phase One will include: More than 200,000 square feet of entertainment and lifestyle retail; a 150-key hotel; more than 500 apartments (including 10 percent at not more than 80 percent of area median income levels); and 150,000 square feet of office space. Phase one is expected to be a $200 million investment -- or one-fourth of the total anticipated investment of $800 million -- and is expected to be completed in 2030. Development around the arena was the hope for Raleigh leaders when it opened in 1999. But that has been slow to develop until recent years, when the Blue Ridge Corridor has taken off. The N.C. Department of Health and Human Services has a new home on the rise across from the N.C. Museum of Art and multiple apartment complexes have risen near PNC Arena. The $300 million enhancement project for the arena, home to the Canes and N.C. State University men's basketball, is scheduled to begin construction in 2025. The Canes announced in February that they were looking at new groups to lead the arena enhancement. But a key driver in the Canes' renewed commitment to the market is the ability to develop the area around the arena. The development will also include a 4,300-seat ballroom, operated by Live Nation, to bring additional music and entertainment offerings to the mixed-used project. One area of concern for Wolfpack fans is how all this will impact a tailgating scene that is a highlight of attending N.C. State sports events. The agreement promises "a dedicated tailgating area" that will provide a unique experience for fans. "Millions of fans will enjoy the product of that dedication for many years to come." Thursday's announcement continues to solidify the Canes' connection to the West Raleigh location. On Aug. 15, they agreed to a deal that stated: "The Hurricanes shall not relocate from PNC Arena and shall have no right to terminate the Lease Agreement during the extended term" - with only one exception. In 2039, the team and Centennial Authority agree to have a third party review the arena and its future. Gale Force could terminate the lease then, but only if the Centennial Authority has not made the recommended investments. Project specifications titled "PNC Arena Server Room Project, 1400 Edwards Mill Road, Raleigh, NC 27607, as referenced in project plans dated, prepared by Studio 40, are available from pierre@studioforty.net. Prospective contractors/vendors are invited to quote a one-time fee and contract price for the construction, fabrication and installation of the Server Room Project. Applicable taxes should be included in the fee quotes. Given that a portion of the Server Room Project involves building construction, sealed bids accompanied by a bid bond shall be required.
