Site work and paving for a mixed-use development in Port Orchard, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Project Description Tremont Street is an arterial corridor within the City of Port Orchard that lacks adequate pedestrian and bicycle facilities. Improvements are needed between Port Orchard Blvd and Sidney Avenue. This project is intended to study and evaluate non-motorized connectivity along the corridor, and to develop and evaluate alternatives. Evaluation will include how to improve non-motorized connectivity between neighborhoods on both sides of the busy arterial, as well as to Van Zee park along the corridor. Conceptual designs will be prepared for alternatives. In preparation for future phases, the consultant will complete a preliminary design of the selected improvement to 90% design. Improvements may include sidewalks, planter strips, bike lanes, crosswalks and crosswalk treatments, intersection improvements, and related street lighting and permanent traffic control. Future work is likely to include acquisition of additional right of way for sidewalks and bike lanes. The project is funded by the State Pedestrian & Bicycle program. The goal is to complete outreach and preliminary engineering in 2024 to position the City to apply for grant funding for future phases. The City of Port Orchard reserves the right to retain the services of the successful firm for any subsequent phases associated with this project. Scope of Work The Work to be performed by the CONSULTANT consists of providing to the City services including; 1) Alternatives development, technical memorandum, and public outreach. 2) Roadway, stormwater, and illumination design (PS&E) including illumination modeling with AGI32 software, and stormwater drainage report. 3) Surveying and right of way plans. 4) Environmental permitting including SEPA and local critical areas permits. 5) Construction administration and inspection in accordance with the LAG manual Services include oversight on the CITY's behalf to be completed in accordance with the Washington State Department of Transportation (WSDOT) Local Agency Guideline Manual, and the CITY's approved Right of Way Acquisition Procedures.
