The Rowan County Fiscal Court is requesting Statements of Qualifications (SOQ) from qualified individuals and/or firms licensed in the Commonwealth of Kentucky to provide general surveying services for the Rowan County Abandoned Railroad Trail Feasibility Study. Rowan County Fiscal Court proposes to conduct a Feasibility/Planning Study for a new recreational trail along an abandoned railroad between Rowan County and Morgan County. Based on the findings of the study, Rowan County Fiscal Court will be able to determine if this is a location for future recreational trail development to enhance the County tourism destination opportunities. The general scope of the work may consist of: topographic and property surveys; preparation of plats and exhibits; preparing drawings and descriptions for annexations; right-of-way vacations/closures (streets, alleys, easements); deed research; field staking of property corners and easements; and, preparation of record drawings. Response should be both thorough and concise, detailing experience, personnel, and referencing relevant provision of services. Any firm wishing to be considered must be properly registered with the office of the Secretary of State and with the Kentucky Board of Engineers and Land Surveyors. Firms and/or individuals in responsible charge of the work must be registered Professional Land Surveyors in the State of Kentucky. The selection process will include an evaluation by a committee appointed by the Rowan County Judge-Executive, who will make recommendations to the Rowan County Fiscal Court. Statements of Qualifications evaluation will rest on the following criteria: Cover Letter - The cover letter should include a brief description of the firm and an expression of the firm's interest in the work. Services Provided by Firm - Ability to provide services for the technical components of this work, as specified in the narrative above. Past Projects - verifiable experience on projects within the scope defined above in the last five years, including project location, date, description, actual cost, time to completion. Resumes - information on personnel to be assigned to this work. References - client contact information, for work of similar scope in the last 5 years. The Rowan County Fiscal Court reserves the right to accept or reject any or all proposals in whole or in part and to waive informalities and/or technicalities. Conflicts of interest, gratuities, and kickbacks as defined and provided for in KRS 45A.455 are absolutely prohibited. The method of Contractor Selection has not been Determined at this time
