The Virginia Port Authority (VPA) is seeking proposals for On-call Utility Repair Services for Newport News Marine Terminal (NNMT), Norfolk International Terminals (NIT), Portsmouth Marine Terminal (PMT), Virginia International Gateway (VIG), and Richmond Marine Terminal (RMT). Services will include as-needed utility repair or replacement of storm sewer, sanitary sewer, water, electric, fiber optic, and gas utilities. The exact scope of work will be determined at the time a Work Order is issued. The term of the Contract shall be for one year and shall renew automatically for up to four (4) additional one (1) year periods in accordance with the terms noted in the Contract. Proposals and all other correspondence, including questions, shall be sent electronically to proposals@portofvirginia.com. All email communications shall contain "RFP 2024-40-VPA" in the subject line followed by the Respondent's name. Questions may only be submitted electronically no later than 2:00 p.m. EST May 22, 2024. The Contractor shall post a Performance and Payment Bond of Five Hundred Thousand Dollars ($500,000). This bond is based on the maximum work in progress at any time. LIQUIDATED DAMAGES If the Work has not reached substantial and final completion by the Time for Completion or Contract Completion Date, the Contractor shall owe to the Virginia Port Authority, not as a penalty but as liquidated damages, $600 per day or 1% of the total Work Order amount per day, whichever is higher, for each day that expires after the specified time. The Virginia Port Authority reserves the right to negotiate the cost of any project for which the Work Order estimate exceeds $50,000.
