The Boone County Public Works Department requests bids from qualified vendors and contractors to provide services associated with Aggregates during the time period of July 1, 2024 through December 31, 2024. All requests for clarifications, changes, exceptions, deviations to the terms and conditions set forth in this bid package must be submitted electronically. The final day for receipt of questions from bidders. To ensure fairness and avoid misunderstandings, all communications must be in electronic format and submitted via electronically. Any verbal communications will not be considered. All questions received by the due date will be logged, and reviewed, and if required, a response will be provided via an addendum to the bid package that will be posted electronically. Any communications, whether written or verbal, with any County elected official or County staff with regards to project details and scope prior to award of a contract is strictly prohibited and the bidder shall be disqualified from consideration. Question Response Deadline: May 17, 2024, 5:00pm Boone County reserves the right to reject any and all bids, to waive any informalities and to negotiate for the modifications of any bid or to accept that bid which is deemed the most desirable and advantageous from the standpoint of customer value and service and concept of operations, even though such bid may not, on its face, appear to be the lowest and best price. No bid may be withdrawn for a period of sixty (60) days after scheduled time of receipt of bids. The County reserves the right to reject any and all bids, and to waive any informality if it is determined to be in the best interest of the County. The Boone County Fiscal Court is an Equal Opportunity Employer. WBE/MBE firms are encouraged to respond to this Invitation to Bid. Award: The award will be made to the overall best bid meeting these specifications. Boone County Fiscal Court reserves the right to determine the best bid on the basis of an individual item, group of items, or in any way determined to be in the best interests of the Boone County Fiscal Court. Award will be based on the following factors (where applicable): (a) adherence to all conditions and requirements of the bid specifications; (b) price; (c) qualifications of the bidder, including past performance, financial responsibility, general reputation, experience, service capabilities, and facilities; (d) delivery or completion date; (e) product appearance, workmanship, finish, taste, feel, overall quality, and results of product testing; (f) maintenance costs and warranty provisions; and (g) repurchase or residual value. The County reserves the right to split the bid or award multiple vendors if the County sees that it would be beneficial for the County. The County reserves the right to schedule contractors as benefit of the County based on timing, schedule, workload, price and availability.
