Transportation and Economic Corridors (TEC), on behalf of the Province of Alberta, is seeking consultant services via this Request for Proposal (RFP) to develop the Master Plan which will comprehensively assess the feasibility of passenger rail services in the Province that looks decades into the future considering population and economic growth for various services such as regional (inter-city – conventional and/or high-speed) and commuter, and provide a cost-benefit analysis, and define what is required by the Province (i.e., governance, legislation, funding, staging) to implement passenger rail in Alberta. As a final deliverable (due by July 31, 2025), the Master Plan must integrate multi-disciplinary results into one document with clear findings, recommendations, and options to inform the Province’s decisions on how to sequence passenger rail investments, infrastructure, and services over a 15-year delivery horizon. Detailed design for the infrastructure elements recommended in the 15-year Delivery Plan is not part of the work scope of this RFP.
