Rental of Construction equipment with and without operators. Pre-Bid Conference None Rental of Construction Equipment Without Operators Prince William County intends to make line-item awards for Part 1. Unbalanced bids will not be considered for award. Example: The weekly rate shall be equal to or cheaper per day than the daily rate. The monthly rate shall be equal to or cheaper per week than the weekly rate. Contract award will be awarded to a Primary, secondary, and or tertiary vendor for part 1 specifications. The Contractor shall rent to Prince William County Government, construction equipment without operators, on an as-needed basis. The Contractor is required to provide rental equipment specified in the Pricing Schedule that is equal to or exceeds the requirements in the specifications. Equipment rented must be in good working condition. Equipment must meet or exceed all Federal, Commonwealth of Virginia, and Prince William County Safety Standards, Regulations and Codes. Equipment must meet all current OSHA/VOSHA Standards. The County is self-insured and will provide proof of insurance upon request. No Loss Damage Waiver (LDW) fees will be paid to the rental contractor. The Contractor must immediately replace non-operating equipment. No additional delivery charges shall be incurred by the County to replace non-operating equipment or equipment removed from the job at the desire of the contractor. Equipment breakdowns must be reported to the Contractor immediately. The County will not pay for equipment down time. Billing begins on agreed upon delivery when equipment arrives on site. Billing will not begin prior to the equipment delivery. For this contract the following definitions will apply. A day will be considered 24 hours, a week seven days, and a month 28 days, a year will be considered 12 months. Equipment may be delivered earlier than requested, however, rental charges will not begin until the actual agreed time the county requested the equipment to be delivered. The Contractor shall make all deliveries of equipment to the County. The delivery/pickup charges submitted shall include the cost for delivery and set-up, or breakdown and pick-up of equipment anywhere within Prince William County, Virginia. The Contractor shall not charge a separate set-up or breakdown fee. Fuel required at the County Job Sites will be provided by the County. Maintenance will be provided and paid for by the Contractor. The base contract period shall be for one (1)-year from the date of execution. The County may renew this Contract for four (4) successive one (1)-year periods under the terms and conditions of the original Contract except as stated below. Price increases shall be negotiated only at the time of renewal. Upon receipt of the Contractor's request, the County shall decide to approve or adjust the requested price increase based upon its investigations and the information provided by the Contractor. The Contractor will receive written notice of the County's intent to renew the contract approximately 60 calendar days prior to the expiration date of each Contract period. If the County elects to exercise the option to renew the Contract for an additional one-year period, the Contract price(s) for the subsequent renewal period shall not exceed the Contract price(s) of the previous renewal period increased/decreased by no more than the percentage increase/decrease of the applicable category of the CPI-U section of the Consumer Price Index of the United States Bureau of Labor Statistics for the latest 12 months for which statistics are available. The request for a change in pricing shall include, at a minimum, (1) the cause for the adjustment; (2) the previous line item price and the new requested price; and, (3) documentation to support the requested adjustment (i.e., appropriate Bureau of Labor Statistics index), change in manufacturer's price documented on manufacturer letterhead, etc. If any Prospective Contractor has questions about the specifications or other Solicitation documents, the Prospective Contractor shall contact the Buyer whose name appears on the face of the Solicitation no later than close of business seven (7) calendar days before the due date. Any revisions to the Solicitation shall be by amendment issued by the County.
