The Department of Veteran Affairs (VA) in the Western Los Angeles VA region has elected to construct a new animal research facility to replace seismically deficient buildings 47 and 103 on the Sepulveda VA Medical Center. Responses to this sources sought announcement will be used by the Government to determine the appropriate level of small business participation and to develop the acquisition strategy. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry, to include: small business, small disadvantaged businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Economically Disadvantaged Women- Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small business (SDVOSB). Provide all labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described here in other specific tasks as further defined by the forthcoming request for proposal (RFP), to Replace Seismically Deficient Animal Research Buildings, #47 and #103. Work to include construction of a new animal research ABSL 2 certified, addition to Building 7 at the Sepulveda Ambulatory Care Center in North Hills, California. The new additional shall include approximately 7,500 sf of research accommodation. The new addition will include a loading dock and an elevator to access the Second Floor of the existing building. The addition is designed to a LEED Silver certification within USGBC requirements. Due to the utilization of the building, the addition is designed to a Mission Critical design standard including proper building setbacks and construction requirements. Demolition of existing Buildings 47 and 103 in their entirety. Demolition includes, structure, footings, foundations, and capping all utilities 5 -0 from the exterior of the existing walls. Demolition to be completed utilizing Asbestos Abatement for Total Demolition processes and to be treated as asbestos containing material and be disposed of properly. The new animal research facility and site design will meet, at a minimum but not limited to: Mission Critical facility as defined in the VA s Physical Security and Resiliency Manual (Oct 2020). Critical Facility under VA Handbook 18-8, Seismic Design Requirements (Nov 2019). Research Facility as defined in the VA s Research and Development Design Guide (Jun 2022). All current and applicable VA criteria, design manuals, design guides, specifications. National Institute of Health Design Requirement Manual (NIHDRM). American Association for Accreditation of Laboratory Animal Care (AAALAC). American Barriers Act (ABA) standards. All applicable national, state and local codes that govern similar projects.
