Work on which proposals are invited consists of the removal, repair, and/or replacement of existing facilities in the City of Biloxi on an as-needed basis. Due to the nature of this type of contract, the exact scope of work is unknown at the time of bidding, but may include, but is not limited to: removal and replacement of timber piles; removal and replacement of concrete prestressed piles; cast in place concrete; timber joists, stringers, decking, handrails, flow through decking etc. in city owned marinas, harbor and piers. The City of Biloxi shall be obligated to issue a minimum of one delivery order under the Port Maintenance contract. The contract shall end December 31, 2024 for the basic period. The City of Biloxi, at its sole discretion, may extend the contract time by approving up to five separate option periods of up to six months each. The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Biloxi may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required. Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashier's Check or Certified Check in the amount of 5% of the amount of the bid. Such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the accepted Bid and/or execute the Contract and Post Performance and Payment Bond as required within the time specified. All persons having a contract with the City of Biloxi must adhere to the City's policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin, or handicap. Bids, which are for work outside of the classification listed for any bidder, shall be returned unopened. Bids shall be in letter form with the envelope or electronic attachment and bid marked plainly "PORT MAINTENANCE CONTRACT 2024-2027" and shall be addressed to the Mayor's Office, P.O. Box 429, Biloxi, Mississippi 39533. In addition, the envelope or electronic attachment shall list the Company Name and Address, and all applicable state and local license numbers. The City reserves the right to reject any and all bids and to waive any informality in the proposal accepted. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
