Notice is Hereby Given That the Simi Valley Unified School District ("district"), Acting by and Through Its Board of Education, Will Receive Up to, but Not Later Than the Above-stated Date And Time, Electronically Submitted Bid Proposals From Prequalified Bidders for the Contract for the Work Generally Described as Royal High School Stadium Scoreboard. Submitting Pre-bid Questions May 15, 2024 10:00 Am Submittal of Bid Proposals :All Bid Proposals must be submitted on forms furnished by the District prior to the last time for submission of Bid Proposals. All Bid Proposals must be submitted electronically via the District's Secure Bids Vendor portal (see above); Bid Proposals submitted in any other manner will be rejected for non-responsiveness. The Project. The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Work as more specifically described in the Contract Documents. The Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction and applicable regulations, and includes, but not limited to: Construction of new structure and installation of owner-furnished scoreboard at Royal High School stadium. Remove existing scoreboard when new board is activated. See drawings, dated March 19, 2024. Estimate; Funding. It is District policy that estimates of the costs to construct the Work, Project funding and Project Budgets are not published or disclosed. Pre-Registration. All Bidders must pre-register with Secure Bids prior to submitting Bids. Link to the pre-registration for Secure Bids is available on the District website Prequalification to Bid. Pursuant to Public Contract Code 20111.5, the District will only consider Bid Proposals submitted by Pre-Qualified Bidders; a Bid Proposal submitted by a Bidder who is not a PreQualified Bidder will be rejected for non-responsiveness. The Instructions to Bidders describes the Division 00 (Rev. October, 2021) PAGE-2 Special Conditions; Section 00 73 00 Royal High School Stadium Scoreboard prequalification requirement in more detail. Contractors are to prequalify through Quality Bidders. The District must receive a contractor's completed prequalification approval through Quality Bidders, fifteen (15) days prior to bid opening date. Pre-Qualification Applications may be obtained at the District website Contractors' License Classification. Bidders must possess the following classification(s) of California Contractors License at the time that the Bid Proposal is submitted and at time the Contract for the Work is awarded: B. The Bid Proposal of a Bidder who does not possess a valid and in good standing Contractor's License in at least one of the classifications set forth above will be rejected for nonresponsiveness. Bidder and Subcontractors DIR Registered Contractor Status. Each Bidder must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is not a DIR Registered Contractor when the Bid Proposal is submitted will be rejected for non-responsiveness. All Subcontractors identified in a Bidder's Subcontractors' List must be DIR Registered contractors at the time the Bid Proposal is submitted. Prevailing Wage Rates. Pursuant to California Labor Code 1773, the Director of the Department of Industrial Relations of the State of California has determined the generally prevailing rates of wages in he locality in which the Work is to be performed. Copies of these determinations, entitled "PREVAILING WAGE SCALE" are available for review on the internet at website. The Contractor awarded the Contract for the Work shall post a copy of all applicable prevailing wage rates for the Work at conspicuous locations at the Site of the Work. The Contractor and all Subcontractors performing any portion of the Work shall pay not less than the applicable prevailing wage rate for the classification of labor provide by their respective workers in execution of the Work Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount equal to ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of the proposed price for any additive Alternate Bid Item(s). Failure of any Bid Proposal to be accompanied by Bid Security in the form and in the amount required shall render such Bid Proposal to be non-responsive and rejected by the District Cash or Cashiers/Certified Check. If the Bidder's Bid Security is in the form of cash, cashiers/certified check, the cash proceeds or cashiers/certified check must be personally delivered or delivered by courier service with tracking and received by the District's Purchasing Department before the latest date/time for submitting Bid Proposals. Cash or Cashiers/Certified Check Bid Security received by the Purchasing Department after the latest date/time for submitting Bid Proposals will result in rejection of the Bidder's Bid Proposal for nonresponsiveness. Cash or Cashiers/Certified Bid Security must be submitted by the Bidder to the Purchasing Department in a sealed envelope with the exterior prominently marked with the Bidder's name, Project Name and Bid Number. The Purchasing Department address is: Simi Valley Unified School District 101 West Cochran Street Simi Valley, California 93065 Electronically Verified Bid Bond. Bid Security may be submitted in the form of a Bid Bond in the form and content included with the Contract Documents. If a Bid Bond is submitted as the Bid Security, the Bid Bond will be accepted only if issuance of the Bid Bond is verified through Surety2000 website. Bidders submitting a Bid Bond as the Bid Security are solely responsible for completing Surety2000 registration requirements and payment of Surety2000 fees and charges. The District will accept Bid Bonds verified by Surety2000 in satisfaction of Bid Security requirements as an accommodation to Bidders. The District is not responsible to Bidders for: (i) Surety2000 acts or omissions; (ii) the complete/timely verification of a Bid Bond; or (iii) any other errors in the electronically verified Bid Bond. Pre-Bid Meeting Notes: Mandatory Pre-Bid Meeting and Planholders List. The District will conduct a mandatory Pre-Bid Division 00 (Rev. October, 2021) PAGE-3 Special Conditions; Section 00 73 00 Royal High School Stadium Scoreboard Site Walkthrough: Job walk will start promptly at the listed time and late Contractors will not be permitted to participate. Site job walks will be conducted in accordance with all health and safety protocols existing at the time of a site job walk which may limit the number of Bidder personnel permitted to participate or prescribe the manner in which the site job walk is conducted. Waiver of Irregularities. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding. The award of a contract for the Work, if awarded, will be by action of the District's Board of Education to the responsible Bidder submitting the lowest priced responsive Bid Proposal. 1. ELECTRICAL POWER SUPPLY FROM EXISTING PANEL IN EXISTING TOILET SNACK BAR BUILDING (CONCESSION STAND) A#03-115617, REFER TO ELECTRICAL DRAWINGS: E1.0, ES1,E2.0,E3.0. EXISTING PANEL BOARD SUPPLIED FROM ELECTRICAL YARD BELOW STADIUM EXISTING POWER A# 62405. FIBER ADDED TO EXISTING CONDUIT. 3. REMOVE EXISTING SCOREBOARD WHEN NEW BOARD IS ACTIVATED. 4. OWNER HAS PURCHASED THE DAKTRONIC SCOREBOARD. SEE APPENDIX #2 IN PROJECT MANUAL FOR SCOREBOARD CONTRACTORS AGREEMENT AND SCOPE OF WORK.
