Site work, paving and new construction of a mixed-use development in Portland, Oregon. Conceptual plans call for site work for a parking garage; for the construction of a service station / car wash facility; service station / car wash facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; and parking garage.
The Division of Asset Management (DAM) and the City of Portland (City) Procurement Services are requesting proposals and qualifications from individuals, firms, teams or consultants for architectural and engineering services for the City's City Fleet Maintenance Facility and Headquarters. City of Portland's City Fleet is part of the Division of Asset Management (DAM) within the Office of Management and Finance (OMF). City Fleet is the largest municipal fleet in the state and is responsible for the acquisition, maintenance, repair, and disposal of all City-owned vehicles and related equipment, except fire apparatus. City Fleet's primary maintenance facility is the Kerby Garage, built as the City's first public works facility in 1922. The majority of the City's fleet (approximately 2,400 vehicles) and most of the City's heavy equipment and specialized assets are serviced at Kerby Garage. The City's fleet is extremely diverse due to the wide array of functions performed by City bureaus. Approximately 65 City Fleet employees work at Kerby Garage. The facility operates 18 hours a day, Monday through Friday, and 24 hours/7 days a week during snow, ice, and other emergency events that require fleet support. The building also houses City Fleet's parts distribution and administrative headquarters. The City of Portland, Division of Asset Management (DAM) and City's Facilities Services group is seeking proposals from individuals, firms, teams or consultants, hereafter called "Proposer(s)," with demonstrated experience in Fleet Maintenance Facility projects of this type, size and complexity. The goal of this Project is to convert an existing space to a properly sized and equipped maintenance facility that will allow City Fleet to continue to modernize and "green" the fleet, ensure efficient maintenance practices, and keep its fleet in front-line service. The new facility will allow City Fleet to operate the fleet effectively and efficiently, and proposes to engage the successful Proposer for the following services: The City intends to implement the construction of the Project through a design-bid-build delivery method. The City will partner with the Landlord's construction manager and general contractor based on bidding responses using the construction documents. The Successful Proposer will work directly for the City by supporting design oversight and implementation throughout the design, construction, close-out, and warranty phases. A. The Project may include, but is not limited to: a. Site Modifications: i. demolition and grading ii. new diesel generator and enclosure iii. electric vehicle (EV) charging stations and mounts iv. landscaping and concrete curb changes v. covered and secure bike parking vi. exterior lighting vii. parking for heavy fleet staging and heavy duty motorpool viii. parking for standard vehicles ix. drive circulation and re-striping x. trash enclosure xi. hazardous materials enclosure xii. oil separators xiii. pad-mount transformer xiv. electrical vault xv. stormwater management xvi. backflow assembly and water meter b. Building Envelope Alterations: i. loading dock quantity and layout ii. building entryways iii. access controls iv. mechanical louvers v. roof modifications for mechanical system vi. windows vii. material infill viii. overhead garage doors c. Interior Improvements: i. heavy-duty and light-duty maintenance bays ii. Compressed Natural Gas (CNG) bays iii. vehicle wash bay iv. motorcycle repair area v. welding and fabrication zone vi. tire repair and storage vii. hydraulic hose repair area viii. parts department, including offices ix. accessible office and admin space x. elevator and/or lift xi. stair xii. accessible restroom xiii. wayfinding, code-required signage xiv. energy efficient lighting xv. networking, communications, and low-voltage xvi. mechanical, electrical and plumbing upgrades B. The City's Facilities Services proposes to engage the successful Proposer for the following services: a. Architectural services b. Electrical engineering c. Mechanical engineering d. Plumbing engineering e. Fire Life Safety f. Landscape design g. Structural engineering h. Low Voltage and Communications i. Civil engineering j. Fleet Consulting services k. Permitting support for site and building modifications l. Architectural cost consulting/estimating services m. Other professional services as required to accomplish the scope of work as described in Part I, Section B of this QBS-RFP. C. The Successful Proposer will design a Fleet Maintenance Facility to support the CityFleet operations and shall: a. Provide engineering and design services in six phases: i. Phase 1: Concept/Program Validation ii. Phase 2: Schematic Design (SD) iii. Phase 3: Design Development (DD) iv. Phase 4: Construction/Permit Documents and Project Specifications v. Phase 5: Bid Phase vi. Phase 6: Construction Administration (CA) b. Develop a furniture, fixtures, and equipment (FF&E) schedule for all equipment, for coordination, both owner-furnished and contractor-furnished. c. Provide cost estimates during Project design and documentation: a. Concept/Program Validation b. 100% Schematic Design (SD) c. 95% Design Development (DD), with a Value Engineering (VE) proposal if over budget d. 50% Construction Documents e. 90% Construction Documents d. Help to develop a strategically phased approach to the coordinated construction to prevent any disruption or hinderance to operations. e. Provide the time and resources required to ensure the collaborative completion of this complex project in accordance with established specifications and plans, delivered on time and within budget. Announcement of short list Proposers May/June 2024 Interviews or additional review, if deemed necessary May/June 2024 Selection committee recommendation June/July 2024 Contract negotiation with successful Proposer July/August 2024 Notice to proceed - work begins August 2024 Design Contract August 2024 Final Construction Documents May 2025 Construction Invitation to Bid May 2025 Construction Notice to Proceed June 2025 Construction Closeout July 2026 The City anticipates having the successful Proposer begin work immediately upon contract execution with submittal of final deliverables to the City occurring by August 2026.
