Bidders must acknowledge receipt of all Addenda by securely stapling in place all addenda within the front or back covers of the proposal book. All Addenda so issued shall become part of the Contract Documents. The City of Buffalo reserves the right to reject any and all bids and to waive any informalities therein. Each bidder's attention is called to the General Municipal Law, which requires a bidder's Certification of Non-Collusion. Copies of such Certificates are part of the Proposal Form and, unless complied with, the bid will not be accepted.
