The Owner will accept bids only from approved General Contractors. The Owner and its representatives shall be the sole judge of the Contractor meeting the requirements set forth. The Owner's decision in determining qualified General Contractors will be final. The Owner reserves the right to act in his best interest in this process and can waive all technicalities and informalities to determine the best responsible General Contractors to participate in bidding this project. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted.
