Repair and replace approximately eight hundred linear feet (800') of bituminous trails on Northview Drive, Bowie, MD. Question Deadline: 05/13/2024 at 11:00 AM ET , All questions or requests for clarifications regarding this Invitation for Bids shall be submitted through online Written responses to all questions and/or requests for clarifications will be issued as an addendum to the solicitation no later than Tuesday, May 14, 2024, to all those who have registered with online. The City encourages certified disadvantaged business entities to submit a bid. The City of Bowie reserves the right to reject any bids. The City reserves the right to increase or to decrease the quantity of materials to be furnished or work to be done under any item of the contract, provided that the amount of change, based on the contract bid price for each item, does not exceed thirty percent (30%) of the total value of all the quantities bid upon. If the amount of change of an individual item exceeds thirty percent (30%) of the total value of the work, a supplemental agreement will be executed between the Contractor and the City to establish the contract bid price for that item. No work will be done on an item that is affected by a change order that will result in a supplementary agreement until the supplementary agreement is executed. Revised 9.13.2023 The Contractor may request changes to the scope of work to be performed by the Contractor and such requests shall be in writing on forms provided by the City. No changes to the scope of work shall be performed or furnished by the Contractor without the prior written approval of the City. The City may, at any time, by written order, make changes to the scope of work. Extra work shall be performed by the Contractor whenever directed by the City. Such work shall be done in accordance with the drawings and specifications or in the best professional manner as directed by the City. The City shall pay for extra work at a unit price sum as stated in the contract Agreement. Where such price is not stated in the Agreement, and the parties cannot agree on the amount for the extra work, or where such agreement is not practicable, the City may order the Contractor, in writing, to perform such work on a "Force Account" basis. Force account extra work will be paid for as follows: For all workers in direct charge of the specific operation, the Contractor shall receive the current local rate of wages including insurance and/or fees, agreed upon prior to the starting of such work, for each hour that said laborers, supervisors and superintendents are actually used on the extra work to which sum shall be added fifteen percent (15%). For all materials and supplies used in the force account work, the Contractor shall receive the actual cost of such materials and supplies, including the freight charges, as shown by original receipted bills to which sum shall be added fifteen percent (15%). The Contractor shall receive a single payment for mobilization or equipment onto and off-site to which no percentage will be added. For the use of any machines, power tools or equipment, including fuel or lubricants, there shall be allowed the current rates recommended by the "Rental Rate Blue Book for Construction Equipment" as published by the Equipment Guide Book Company to which no percentage will be added. Accurate account shall be kept of all workers, equipment, materials, and other costs in connection with all force account extra work. All other contractual stipulations, including prosecution of work and payments shall govern as though the force account extra work was a part of the original Contract. No payment will be made for work performed on a force account basis until the Contractor furnishes the City itemized statements of the cost of such force account work detailed as to the following: 1. Classification, date, daily hours, total hours, rate, and extension for all workers 2. Designation, dates, daily hours, total hours, rental rate, and extension for each unit of machinery and equipment 3. Quantities of materials, prices and extensions. 4. Transportation of materials. Cost of property damage, liability and workers' compensation insurance premiums, unemployment insurance contributions and social security tax.Payments of the above items shall be accompanied by original, receipts or invoices for materials used and transportation charges. If, however, the materials used in the force account work are not specifically purchased for such work but are taken from the Contractor's stock, then in lieu of the original invoices, the statements shall contain or be accompanied by an affidavit of the Contractor that shall certify that such materials were taken from its stock, that the quantity claimed was actually used and that the price and transportation of the material as claimed represent actual cost. Should the Contractor be of the opinion that it is entitled to any additional compensation over and above the compensation stipulated in the Contract documents for damages, losses, or expenses incurred in connection with the project, it shall, within five (5) business days of each loss or expense, make a written claim to the City’s contract specialist. On or before the fifteenth (15) day of the calendar month succeeding that in which such loss or expense shall have been incurred, the Contractor shall file with the City’s contract specialist a written, itemized statement of the details and amount of each claim, and unless such claim be filed, the contractor's claim to additional compensation shall be forever waived. The provisions of this paragraph shall apply to all claims by the Contractor in any way relating to the complete project, even though the claims or work involved may be regarded as outside the scope of the contract DESCRIPTION: This work shall consist of the performance of construction operations for the establishment of the Contractor's facilities necessary to begin work and carryout the work for the full term of the Contract. This work shall include the movement of personnel, equipment and all materials to and from the project site, expenses and operations, and all other work, which must be performed throughout the course of the Contract. The Contractor agrees to complete the Services within 65 calendar days from date of Notice to Proceed. A. Project Name: Northview Drive Bituminous Trail Replacement – Evergreen Parkway to Enfield Drive. B. Owner: The City of Bowie. C. Architect or Engineer of Record: (A/E): N/A (Department of Public Works) D. The Work: The work consists of the following, but is not limited to: Removing/excavating approximately 800 linear feet of an approximately eight foot (8.0’) wide by approximately three inch (3.0”) thick bituminous trail and associated spoils; and the complete construction and installation of an approximately 800 linear foot by 8 foot wide, 3-inch thick Hot Mixed Asphalt (“HMA”) bituminous trial on 4- inches of CR -6. All questions or requests for clarifications regarding this Invitation for Bids shall be submitted through the Bid Locker platform at https://bidlocker.us/details/4047_Fy24_Northview_Drive_Bituminous_Trail_Repairs_Replacements, Bids will only be accepted by the City of Bowie, Maryland, if submitted in accordance with these instructions, the General Conditions and any other attached bid documents. Bidders must examine all bid documents and any specifications carefully. In case doubt shall arise as to the meaning or intent of anything shown in the bid documents or specifications, inquiry shall be made of the City before the bid is submitted. The submission of a bid shall indicate that the bidder thoroughly understands the terms of the bid documents and any specifications.
