Summary Washington County is requesting quotes for a fence, railings, signage, and bicycle infrastructure installation and repair services contract for Washington County Facilities Division. Quotes must contain: A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". A bid bond, certified check, or cashier's check in the amount of ten percent (10%) of the maximum amount allowable under the contract on the County's Bid Guaranty Form may be required. Quotes must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). The County may reject any quote not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all quotes upon a finding of the County it is in the public interest to do so. Respondents are responsible for checking the site for any addenda to the quote documents before submitting their quotes to the site Scope of work, any plans and/or specifications. A. Contractor shall furnish all labor, materials, permits, equipment, tools and all other items necessary for and incidental to executing and completing the work. At times the County may choose to furnish materials such as signage or bicycle infrastructure. B. Permits: Washington County does not foresee a need for any permits relating to work. If at any time during the contract a project requires the contractor to obtain a permit before beginning work, the County will pay for the permit by reimbursing the contractor for the cost of the permit (no markup is allowed) and administrative expenses related to acquiring the permit. C. If permits are required to accomplish the work for the County, the Contractor shall invoice the County the cost of the permit fee without mark-up. D. Traffic Control: At times it may be necessary to block all or part of a lane of traffic or a sidewalk to complete work associated with this contract. All flagging must be done in accordance to state and local laws. E. Contractor will be responsible for all underground utility locates associated with any excavation or post-driving required for their work. F. If private locates are required for the work, the contractor is allowed to charge the County 15% mark-up for the locating service. G. The contractor will work with County to have property lines surveyed with required for their work. H. The Contractor shall at all times keep the premises and adjacent areas free from accumulations of waste materials or rubbish. At the completion of the work, they shall remove all rubbish, tools, and surplus materials from the premises and adjacent areas and shall have the area clean and ready for use. I. In case of a dispute, Washington County may remove rubbish or otherwise clean up, and may charge the Contractor either by deduction from amounts unpaid to the Contractor. J. If the County hires an additional contractor to complete the work, the County will charge an amount equal to the reimbursement of costs plus incurred by the County plus a percentage markup for administrative costs and county personnel. K. If County personnel performs the work the Contractor will be charged for County time and materials used. L. These charges will be defined by the County and the Contractor after the solicitation has been awarded. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Respondents are solely responsible for ensuring receipt of their quote by the Procurement Division. Respondents must conform to the requirements of these quote documents and all related, applicable laws. The County does not intend to pre-qualify any respondents for this project. All quotes submitted for this project will be considered provided that they meet the criteria set forth in the quote documents with respect to submission in a timely manner, bonding, and all other applicable requirements. The Contractor shall be responsible for repairing or replacing any property damaged by their operations within 20 days after notification by the contract administrator. The repairs will occur without additional expense to the County. If the repairs are not made by the Contractor within the 20-day timeframe, the County has the option of using the rates and means defined in the previous section (53.8) to accomplish the repairs. It will be the responsibility of the Contractor to report to the contract administrator any damages found prior to any work at the site. There is no guarantee of the quantity of work that the Contactor will be required to do. Work will be performed on an as needed basis as demands of the County dictate. Washington County has assorted fence types, made of different types of fence materials located at various work sites. Washington County Facilities and Parks Division will most often require the construction, repair and replacement of "cyclone" type fencing but may also include the construction, repair and replacement of other types of fencing. Some examples include, but are not limited to- wooden fences, wrought iron and the use of barbed-wire. At times slatted chain link may be requested by the Contract Administrator. Pricing shall be subject to a maximum 15% mark up as detailed in section 56.1. Land Use and Transportation, Operations Division, may include the construction, repair and replacement of various types of fencing, the type of which will be identified on a per project basis. Construction, repair and replacement of fencing for Land Use and Transportation, Operations Division, shall consist of material and installation in compliance with Oregon Department of Transportation (ODOT) specifications. Repair, replace or install exterior signage as directed by the contract administrator. In most cases the signage will be provide to the Contactor by the County. The County and the Contractor will work together to identify installation methods and materials on a case by case basis. Repair, replace or install bicycle infrastructure as directed by the contract administrator. In most cases the bicycle infrastructure will be pre-fabricated and provided to the Contactor by the County. The County and the Contractor will work together to identify installation methods and materials on a case by case basis. Repair, replace, alter or install hand railings as directed by the contract administrator. The County and the Contractor will work together to identify installation methods and materials on a case by case basis. Most hand railings in and around County facilities are made from metal or wood. Fabrication and/or welding may be required for metal railings. All work shall be performed by trades people skilled in the work required. After completion of the work, all areas affected by the work shall be restored by the contractor to the original or better condition to the satisfaction of the Contract Administrator. Work required in occupied areas must be coordinated with the County to assure minimal disruption of normal activities. Special circumstances requiring changes or deviations from the specifications will be brought to the County's attention before proceeding. Contractor must obtain written authorization from the Contract Administrator before proceeding with or implementing any changes to the task order. The County will not be responsible for any payments for any unauthorized changes. All code violations encountered relating to existing systems which is or may be affected by the work to be installed shall be brought to the Contract Administrator's attention, before any new work begins. The Contractor shall make every effort to recycle as much of the waste materials from project sites as possible. The County may ask the Contractor to track waste materials disposed and/or recycled during the project and submit documentation to the Contract Administrator on any or all projects. 3.2. Ordering Method: The Contract Administrator will initiate all work under this contract. If the contractor is asked to perform work by someone other than the Contract Administrator, they will contact the Contract Administrator for approval before proceeding with requested work. The Contractor will be contacted by a Contract Administrator to schedule an onsite meeting to discuss the scope of work. County may request price quotes from both the primary and secondary contractors. Following receipt and acceptance of the quote, the Contract Administrator will issue a Notice to Proceed to the Contractor to begin work on the project. The County will assign all requests for service by issuing a work order/e-mail. Work is not to be performed before the issuance of a work order/e-mail. The work order will identify the location, date(s) of service, a brief description of the work and a Project Coordinator and phone number, etc. Written cost estimates will be required for all work. Work will not start until written authorization is received from the Contract Administrator. Payment will be monthly.
