The City of San Mateo is requesting proposals for design engineering services for the development of plans, specifications, and estimate for Phase 1 of the Sign Replacement Project. SCOPE OF WORK The Scope of Work for the Phase 1 Stop Sign Replacement Project includes the following tasks: 1. Project Kickoff 2. Prepare Bid Package (plans, specifications, and estimate) 3. Bidding and Construction Support (optional) Task 1:Project Kickoff This task involves developing a work plan and schedule, which at a minimum will review objectives of the project, introduce a scope of work, and confirm study details. The project kickoff will also include a meeting with Public Works staff to discuss and clarify project details. Deliverables: A detailed project schedule encompassing the full scope of work to be provided at kickoff meeting. Task 2:Preparation of Bid Package This task includes preparation of all project plans, construction/installation details, specifications (including any special or modified standard provisions), engineering estimate and supporting tables and figures to be included in the bid package. The schedule should assume a 95% and 100% submittal, along with City review time of three weeks each. Plans shall be prepared on 11" x 17" layout sheets, unless otherwise approved by the City, and include a sign schedule table clearly identifying location, direction served, and required action(s) for each sign and/or post. Plans may include overview maps or line drawings indicating the location of each sign. ROW and utilities are not required to be included on the sheets. Any design work relating to relocated/new signposts will be evaluated based on surface conditions. Assume that the burden to identify underground utilities and conflicts shall be on the selected contractor at time of installation. While this project is primarily a direct replacement project, some locations may require development of additional details including: o Replacement of round posts with standard square telespar posts o Addition of supplemental plaques o Adjustment of sign height to meet minimum vertical clearance o Adjustment of sign and post location to address visibility issues Deliverables: 1. Draft Bid Package: Plans, specifications, estimate, supporting details and tables. 2. Final Bid Package, including all files produced in an editable format (CAD, .docx, .xlsx, etc.) Task 3: Bidding and Construction Support (optional) This task involves the consultant providing support during the bidding process, including but not limited to attending the pre-bid meeting, and preparing draft addenda or clarifications documents. The consultant will also provide support during the construction of the project, including but not limited to attending the pre-construction meeting, assisting with review and preparation of responses to contractor Requests for Information, assisting with review and preparation of responses to contractor submittals, assisting with preparation of contract change orders, participating in the final walk through, and assisting with preparation of the punch list. Deliverables: 1. Respond to bidder's questions 2. Contract addenda, if needed 3. Bid analysis and recommendations to the City for contract award 4.
