Demolition and site work for a municipal facility in Avon, New York. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

The Land Bank disclaims any responsibility that representations made regarding conditions or quantities of materials will remain as they were when reviewed by the bidders during the bidding period, prior to award of the contract, or during the course of the work. The structures at the property have been determined to be structurally unsound and shall require demolition in accordance with the requirements of 12 NYCRR Part 56-11.5 (Controlled demolition with asbestos in place). PROJECT: The Livingston County Land Bank Corporation (the "Land Bank") requires Controlled Demolition with Asbestos in Place of all structures located at 52 West Main Street in Avon, NY 14414. It is the intent of the Land Bank to contract with a Contractor and to establish a lump sum bid price to conduct this work. Notwithstanding the details presented in the specifications, it shall be the responsibility of the bidder to verify the completeness of same to meet the intent of the specifications. PREVAILING WAGE: Please note that NYS Department of Labor PREVAILING WAGE RATES DO NOT APPLY TO THIS WORK. SCOPE OF WORK In response to this bid solicitation, please bid a price that covers the Controlled Demolition with Asbestos in Place of ALL STRUCTURES located at the address listed herein, for all labor, materials, equipment, supplies, and incidentals as necessary and required to complete the work as outlined below. o The Contractor will provide the Land Bank with at least forty-eight (48) hours' notice prior to commencing the work at the property. o The Contractor shall obtain, at its sole cost and expense, all permits, authorizations, approvals, and licenses necessary for the planning, performance, and completion of the work in accordance with the requirements of the respective municipal agencies and other authorities having jurisdiction. o The Contractor shall comply with all federal, state, county, city, town and other applicable laws, ordinances, rules, and regulations and all orders and rules of any duly constituted authorities affecting the property or bearing on the performance of the work. This includes but is not limited to NYSDOL Part 56 and all applicable stormwater regulations. o The Contractor shall follow all requirements of the Contract Documents and provided Specifications and Contract Drawings, including all addenda. o The Land Bank is in the process of obtaining official letters of condemnation related to the property. The Contractor shall not initiate demolition of the property until the applicable letter of condemnation has been secured. o The Contractor will provide before and after time/date stamped photos of sidewalk and property features to remain. o The Contractor will contact Dig Safely NY at least forty-eight (48) hours prior to beginning any excavation at the property and not proceed with any excavation until Dig Safely NY has completed their work and appropriately marked all utilities. o The Contractor will confirm that all utilities are disconnected before commencing any work. o The Contractor will arrange for proper cap off of all water/sewer/utility connections and protect, stabilize, and mark such connections before commencing any work. All water wells shall be plugged and capped. o The Contractor will demolish all buildings, structures, fences and driveways on, in, or upon the property. Trees and other shrubs will be removed only as necessary to accommodate the Work. o The Contractor shall not place equipment or dumpsters on any roadways without proper traffic control and approval by the appropriate Highway Superintendent. o The Contractor will completely remove all construction materials and any contents of the demolished structures from the property. The Contractor will arrange for transportation of the construction materials and any contents of the demolished structures to lawful disposal, storage, or recycling locations, as necessary. o The Contractor will remove all trash, scrap and debris from the entire property. o The Contractor will finish grade the land on the property so that there is no standing water on the property or adverse drainage impacts to the adjacent properties. The Contractor will add sufficient topsoil and will ensure that the property is free of rocks and other items that would prevent grass growth. o The Contractor will seed and fertilize the impacted portion of the property to establish suitable vegetative cover. o The Contractor will exercise caution so as to not damage any pedestrian sidewalk. If a sidewalk is damaged, the Contractor must repair or replace the damaged portion in a timely manner and prior to the Completion Date. Work Progress & Completion o The work schedule shall be coordinated by the Land Bank and the Contractor. o A written work schedule shall be included with the bid proposal and agreed upon by the Land Bank and the Contractor prior to the Notice to Proceed being issued. o All specified work shall commence within 30 days of the Notice to Proceed and completed no later than 45 days from the issuance of the Land Bank's Notice to Proceed to the Contractor, unless otherwise agreed to. o The Contractor shall limit work to normal business working hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, except as otherwise indicated. Work hours shall be limited to a standard 8-hour workday. Scope of Work. The Contractor hereby agrees to perform and complete the work set forth in the competitive bid packet with respect to the Property and to comply with and/or perform all other requirements, duties, and obligations imposed on the Contractor under this contract (collectively, the "Work"). The Contractor shall commence the Work within thirty (30) calendar days from the date of the Notice to Proceed, and shall complete all work within forty-five (45) calendar days from the date of the Notice to Proceed. The Work shall be performed in good, proper, workmanlike manner, in accordance with standard industry practice. The Contractor shall provide and pay for all labor, materials, equipment, tools, utilities, transportation and other facilities and services necessary to complete the Work. The Contractor shall be legally licensed in the State of New York and shall hold all required certifications related to lead-based paint and asbestos activities. The Contractor shall comply with all federal, state, county, town, village and other applicable laws, ordinances, rules and regulations, and all orders and rules of any duly constituted authority affecting the Property or bearing on the performance of the Work.
