STATEMENT OF WORK Semi-Annual Tuning Service for Fire Tube Boilers PER VHA DIRECTIVE: Items within this SOW must be accomplished by a documented Qualified Testing Contractor: A qualified testing contractor is an individual/company that has performed testing in compliance with VHA Boiler and Associated Plant Safety Device Testing Manual in at least three other VA medical facilities. Safety is the priority for boiler and boiler plant operations, boiler safety must not be compromised to maintain service. General Scope: This project consists of Tuning (testing and adjusting) combustion gas and oil settings on Scotch Marine Boilers (3 Each) at VAMC Beckley, WV, IAW VHA Directive 1810 and BEI Safety Device Testing Manuals (most current editions). Most Department of Veterans Affairs Medical Centers (VAMC) have a central boiler plant to provide steam and hot water to support space heating, sanitation, food production and preparation, infection prevention and control, heat for process equipment and a healthful environment for the delivery of health care. Boiler plant safety, reliability, efficiency, and equipment longevity are paramount concerns of VAMC management. Malfunctioning burners or controls can cause catastrophic events resulting in injuries, death, and massive property damage. Inaccurate or inadequate data management and monitoring systems can fail to warn of unsafe or inefficient performance. Regular inspections, testing and calibration by expert technicians are an essential part of a program to address these concerns. This Statement of Work describes the requirements for the inspection, testing, tuning, fan balancing, and calibration of the boilers, burners, controls, Condensate/DA tanks, and instruments by qualified technicians. All Work will be performed at the Beckley VAMC located at 200 Veterans Ave, Beckley WV, 25801 in building 7. This is a base year +4 optional year(s) contract. This is a semi-annual service that requires multi-day trips to complete boiler tuning service. This exercise requires a certified Fireye Burner controls installer/repair technician. Technician must follow recommended test procedures prescribed by BEI Safe Steaming Device Testing Manual (current edition). Technician Qualifications: All Technicians conducting tuning procedures with-in the BECVAMC boiler plant, must have Fireye controls certification. A technically qualified contractor is a vendor that is knowledgeable and experienced in the design and construction of boiler plants, VA s standards for construction, and testing of safety devices. A Qualified Testing Contractor is an individual that has performed testing in compliance with VHA Boiler and Associated Plant Safety Device Testing Manual (current edition), in at least three other VA medical facilities as defined in VHA Directive 1810 Boiler Plant Operations. Technicians must follow recommended test procedures described by VHA Directive 1810 Boiler Plant Operations, (current edition), BEI Safety Device Testing Manual, (current edition) and follow the requirements of: ASME Boiler and Pressure Vessel Code (latest edition), NFPA 70E Standard for Electrical Safety in the Workplace, NFPA 110, Standard for Emergency and Standby Power Systems. The Beckley VAMC facility Chief Engineer may define and accept equivalent qualifications. Technicians shall demonstrate familiarity with and have access to the current versions of the following references: VHA Directive 1810, (most current edition) BEI Safety Device Testing Manual, (most current edition). ASME Boiler and Pressure Vessel Code, (most current edition). NFPA 70E Electrical Workplace Safety Code, (most current edition). NFPA 85, Boiler and Combustion Systems Hazards Code, (most current edition). Beckley Local MCP-517-2023-138-29, Boiler Plant Operations Technicians shall be equipped with portable electronic flue gas analyzers and all other test instruments (multimeters, span gas, map gas, gauges/manifold systems, etc. etc.), necessary for the required tests and calibrations, all calibrated within one year of the site visits. At facilities with programmable digital controls, the technicians must be capable of programming the controls and have the appropriate hardware and software for this. Tuning, Testing and Calibration Requirements: Technicians shall provide all tools and labor necessary to perform tuning, testing, calibrating, and adjustments of boilers, burners and boiler plant controls as specified in this SOW. This shall be done every six months IAW VHA Directives provided by the facility. Instrumentation, monitoring and data management systems as listed below shall be calibrated every six months IAW VHA Directives. Coordinate with Contracting Officer s Representative (COR) and Boiler Plant Supervisor, the times for project to begin and end, prior to performing the work. Project will be completed with-in two weeks, start to finish and reports submitted with-in one week after project is completed. Work must be conducted when the COR or his/her designee is available on site to monitor the work. The COR is: The Beckley VAMC will have the boilers prepared for the technicians upon their scheduled arrival. All boilers, burners, fuel train pressure gages and thermometers will be calibrated; fuel meters in accurate operation (pressure/temperature correction factors provided, if applicable); boiler steam flow, stack temperature and flue gas oxygen instruments operating. A summary of the work follows: Test/Adjust low water cutoff alarm system. Test/Adjust low water shunt switch. Test/Adjust auxiliary low water cutoff alarm system. Test/Adjust auxiliary low water shunt switches. Test/Adjust high and low water alarms. Test/Adjust high steam pressure cutouts. Test steam safety valves (x2) each boiler: Accumulation Test (Lift pressures are 120psi and 125psi per boiler.) Test/Adjust flame scanner. Test/Adjust high and low gas pressure switches. Test/Adjust high and low oil switches. Test/Adjust all combustion air switches and purge switches. Adjust burner combustion settings and calibrate oxygen trim on each fire tube boiler. Test all gas vents for leaks and proper operation. Test/Adjust gas fuel safety shut off valves proof of closure. Test/Adjust fuel oil safety shut off valves proof of closure. Test/Adjust operation of Liquid Petroleum Gas Pilot. Test/Adjust Low Oxygen alarm and/or cutout. Check vibration of burner fans. Test/Adjust and record (on final report) timing parameters for (pre-purge, post-purge, ignitor, main flame ignition, and flame out). Test/Calibrate instrumentation, monitoring, and control systems. Check furnace pressure. Check combustion gas leaks into boiler room. Test/Calibrate O2 monitoring system for entire boiler plant, adjust as necessary for tuning purposes, provide calibration documentation along with tuning documentation. Provide site visit reports documenting all discrepancies, adjustments, and final settings of tuned, calibrated, and adjusted parameters. Review records that show combustion performance (flue gas oxygen and carbon monoxide). Perform overall visual inspection of systems. Verify that systems comply with referenced code requirements stated in the current editions of the manuals and directives listed in this SOW in section 2: B. Test and record the operation and set points of all burner/boiler safety interlock devices, IAW VHA Directive 1810 and BEI Safety Device Testing Manual (most current editions). Adjust as necessary and record the new settings. The operation of a device must result in burner shutdown and/or proper alarm operation. Operate burner(s) on each fuel from low fire to high fire and back to low fire in at least ten increments and record combustion performance. Compare the combustion performance data with applicable requirements and previous readings. If necessary, adjust the fuel flow and combustion air controllers, control valves and dampers to obtain the required performance. Record the new performance data. Verify accuracy of instrumentation, and that all devices are properly selected for the application in terms of type, size, set point range, performance, code approval. Calibrate all instruments that are not within manufacturer s specifications for accuracy. Immediately inform COR or his/her designee of any recommended repairs or modifications. All interlocks and safety devices to be inspected and tested on each boiler/burner/equipment, are contained in the BEI Safety Devices Testing Manual, current edition along with testing procedures. List of instrumentation and controls to be inspected and calibrated: Steam flow transmitters (all). Steam flow recorders/computer readout. Flue gas oxygen sampling, analyzing and recorder/computer readout. Master steam pressure and combustion controllers. Boiler outlet draft controllers. Boiler water level controllers. Feedwater deaerator and condensate storage tank water level controllers including overflow. All pressure transmitters. All O2/CO2 monitoring systems Report Requirements: Provide complete written report of the tuning for each boiler, fully describing all tests performed, all findings, and recommendations. Furnish report within one week after project is completed, by email to the Boiler Plant Supervisor and COR. All safety-related deficiencies shall be immediately reported to the COR, Boiler Plant Supervisor and/or Chief Engineer during the inspection visit. Tasks will be performed in the boiler plant at the VAMC Beckley, WV in accordance with VA Master Specifications. Work will be in an occupied healthcare facility in operation 24 hours a day and care must be provided to keep work areas clean and contained. *The contractor will be responsible for storage of materials and disposal of all unused materials and provide all appropriates tools to complete all tasks. **The contractor will ensure that all sub-contractors meet and abide by all government regulations and requirements to include 30-hour OSHA training for superintendent and 10-hour OSHA training for workers. *** The qualified testing contractor must provide a 24-hour contact phone number and return calls within 2 two hours of being notified pertaining to operational readiness or deficiencies of the boilers or auxiliary equipment. SUPPORTING INFORMATION: Period of Performance The Contractor shall perform all work during normal business hours, (unless other times are stipulated by the Contracting Officer s Representative (COR). Special Considerations Contractor Furnished Materials All labor, materials, equipment to perform the job. When furnish , provide , install , or similar term is used it shall mean a complete installation, ready for use. The vendor shall supply all parts, equipment, material, and labor to conduct work as listed in the Statement of Work above. The work will include all items as described in the Scope of Work listed above.
