Site work for a bridge / tunnel in Minneapolis, Minnesota. Conceptual plans call for site work for a bridge / tunnel.

Background The Board of Regents of the University of Minnesota (the "University") is requesting Proposals to provide professional design services for repair of the ICES Tunnel, located on the Twin Cities campus (the "Project"). Project Description (the "Work") The ICES Tunnel at the University of Minnesota is approximately 2,900 feet long that contains steam pipe lines, coal conveyor, electric power lines, steel support structure, fire sprinkler lines, and abandoned electric power lines. The tunnel is made of concrete floor and walls. The roof of the tunnel is exposed bedrock that has a wire mesh to hold any rock debris. Over the years, water infiltration in the tunnel has caused deterioration of the support steel piping within the tunnel sections as well as significant mineral build ups. The University, in conjunction with Energy Management, is seeking the services of an AE Team that will review the tunnel and provide engineering solutions to the tunnel deterioration. These remedials actions may include but not limited to: 1. Ground water infiltration remediation 2. Minerals build up removal and prevention 3. Steel piping support replacement of rusted sections 4. Removal of unused piping elements as well as unused electric power lines 5. Any other AE remedial engineering solutions The AE team may review prior studies that have been done so as to provide insight to the recommended remedial methods and actions . The AE Team will be required to provide an estimate from a reputable contractor and figure out the best approach to the remediation, and/or phasing the remediation in terms of priorities given to the most damaged sections. The Project tunnel section is in a highly secured area and we urge all interested Respondents to avail themselves at the scheduled Pre-Proposal Meeting. The estimated total cost of the Project is $2,000,000 (current dollars, no escalation). Critical Project Schedule Dates The University requires the Schematic Design Phase to be complete by no later than September 27, 2024. Preliminary conceptual solutions must be completed by September for further funding actions. Question Deadline 05/21/2024 at 12:00 PM CT
