Site work for a water / sewer project in Vacaville, California. Completed plans call for site work for a water / sewer project.
The Solano Irrigation District (SID) is soliciting bids for the following project: Gibson Canyon Improvement District Storage and Hardening Project -Electrical Improvements. The project must be complete by December 10, 2024. The project is located in Solano County, CA, in the Gibson Canyon area of Vacaville and consists of two locations. The first location is the Gibson Canyon Water Treatment Plant at the end of Corte Vista Lane. The second location is the Serenity Hills Pumping Plant on Serenity Hills Road, approximately 1,300 feet west of Gibson Canyon Road. The project generally includes: furnishing and installing Automatic Transfer Switches at both locations, connection of generators at both locations, and furnishing and installing instrumentation for a 300,000 gallon bolted steel storage tank. This project is one element of three for the District's Gibson Canyon Improvement District Storage and Hardening Project. Contractors will be working on the site concurrent with work performed by others on the remaining two elements. Engineer's Estimate: $200,000 - $300,000 Attention is directed to the Contract Documents for complete details and bid requirements. All bidders must purchase a complete bid set prior to bid opening from BPXpress Reprographics in order to be considered responsive and to receive addenda notifications. Question: Project specific questions must be made in writing and sent to Uriel Romero uromero@sidwater.org . If appropriate, the District will post responses to bidder questions received electronically. The cutoff date for submittal of questions is Wednesday, May 24, 2024, by 5:00 p.m. local time. Bids must be accompanied by a certified check or bidder's bond for ten percent (10%) of the amount of the bid. Refer to Section 9A of the Instructions to Bidders for further instructions. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price, and a labor and materials bond in an amount equal to one hundred percent (100%) of the contract price. Refer to Section 4 of the General Conditions for further instructions. The Contractor may substitute securities for any moneys withheld to insure performance under the Contract in strict accordance with Section 22300 and 10263 of the Public Contract Code of the State of California. The Contractor shall possess a Class A General Engineering Contractor license, as required under the laws of the State of California, at the time the contract is awarded. The work contemplated requires the payment of prevailing wages. Bidders are hereby notified that the California Department of Industrial Relations has determined the general prevailing rate of wages for each craft, classification, or type of worker needed to execute the work. Copies of the current schedules for prevailing wages are on file in office, and the contents of those schedules are included herein as if set forth in full. Copies of the prevailing wage scale for this work are also available online. All contractors and subcontractors listed on the bid proposal for this public project must be registered with the California State Department of Industrial Relations pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1 (a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the California Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. Per Section 6101 of the Public Contract Code, no person shall be eligible to bid for or receive the contract for this project who has, in the preceding five years, been convicted of violating a state or federal law respecting the employment of undocumented aliens. Per Section 6109 of the Public Contract Code, a person who is ineligible to bid or work on, or be awarded a public works project pursuant to Sections 1777.1 or 1777.7 of the Labor Code, shall not be eligible to bid on, be awarded or perform work on this project. This contract is subject to the California Air Resources Board Off-Road Diesel Regulation (Title 13 CCR 2449). In order to be eligible to perform work under this contract, you must submit to the agency copies of the valid Certificates of Reported Compliance, as described in section 2449(n), for the fleet selected to perform work for this bid and any listed subcontractors, if applicable. If you do not submit said Certificates with your bid, your bid will be disqualified. Each Proposal submitted in response to this Notice shall include the cost of all work, labor and materials to complete the project. The bids will be opened in public at the above-mentioned prescribed time and date. Award will be made to the lowest responsible bidder, however, Solano Irrigation District reserves the right to reject any or all bids, to waive informalities in the bid, and to postpone the date of the bid opening. All Contractors must submit with their bid proposals copies of Certificates of Reported Compliance for the Contractor's fleets selected for the contract for the fleets of any subcontractors listed on the bid proposal for the project. All Contractors must retain copies of the Certificates of Compliance for both the Contractor and their subcontractors retained for the project for three years after completion of the project. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
