The City of Glendale Department of Public Works oversees the operation and maintenance of the City-owned landfills at Scholl Canyon and Brand Park. The Department is also responsible for monitoring the landfills for environmental compliance. Both Scholl Canyon and Brand Park Inactive Landfills utilize environmental control systems to comply with applicable regulations. The environmental systems at both sites have continued to age and require regular maintenance and repair. Due to degradation of environmental systems in place, upgrades are regularly needed to meet regulatory standards mandated by the California Regional Water Quality Control Board, CalRecycle, South Coast Air Quality Management District, and the Local Enforcement Agency (Los Angeles County Department of Public Health). The City of Glendale is requesting proposals from qualified, interested consulting firms to provide professional services for monitoring and maintenance of the City's inactive landfills: Scholl Canyon and Brand Park. This RFP describes the project, the required scope of services, the minimum information that must be included in the proposal, and the selection process.
