DeSoto Parish Police Jury (DPPJ)/Office of Community Services (OCS) is requesting bids from qualified contractors for the installation of insulation in Bienville, Bossier, Claiborne, DeSoto, Morehouse, Natchitoches, Red River, Sabine, Union and Webster parishes. DeSoto Parish Police Jury (DPPJ)/Office of Community Services (OCS) is administering a Weatherization Assistance Program in the parishes listed above under contract with Louisiana Housing Corporation. Funds have been made available under 10 CFR Part 440 and Public Law 105-78 through the Department of Energy. Funds must be expended and all services shall be performed in accordance with the requirements of the United States Department of Energy, (DOE) Weatherization Assistance Program, 10 CFR Part 440 and 10 CFR part 600, DOE-approved Weatherization Assistance State Plan(s) in effect during the period(s) of this agreement and with the policies and procedures and guidance of DOE and the Louisiana Housing Corporation. The DPPJ/OCS Weatherization Assistance Program is operated in accordance with the US Department of Energy, and is administered by Louisiana Housing Corporation, which prohibits discrimination because of race, color, age, national origin and/or disability. The US Department of Energy's (DOE) Weatherization Assistance Program (WAP) reduces energy costs for low-income households by increasing the energy efficiency of their homes, while ensuring their health and safety. The agency's professionally trained weatherization crews use computerized energy audits and advanced diagnostic equipment to determine the most cost-effective measures appropriate for each home. The initial contract period begins July 1, 2024, following the selection of contractor, and terminates on June 30, 2025.
