East Hartford Public Schools (EHPS) seeks to enter into a multi-year contract with a qualified and licensed fire alarm systems contractor to provide annual inspection and testing services, as well as ongoing maintenance repairs and purchases of fire alarm systems and devices. Services will be provided throughout the EHPS portfolio of 18 buildings consisting of over 1.3 million square feet. Work will be performed on high-profile properties; therefore, contractors must be able to perform their services in a neat, clean, and professional manner. High quality and attention to detail are required. Annual Fire Alarm System Testing and Inspection Service Program a. Contractor shall perform all testing, inspection, and cleaning services as required per the most current NFPA 72 "Inspection and Testing Requirements for Fire Alarm Systems," NFPA 70, CT Fire Prevention Code, any other applicable code, as well as manufacturer's recommendations for every fire alarm system and device in each building in the District's portfolio. Inspection and testing will include, but not be limited to, the following: o Control panel verification of every initiating and indicating zone for alarm, supervisory, and end of line values. o Battery integrity/load testing. o All HVAC equipment shutdown controls connected to detectors. o Every pull station o Every smoke detector and heat detector- to include cleaning. o Smoke detector sensitivity testing (50% of devices each year to ensure all devices are completed every 2 years). o Visual fire alarm device inspection to ensure there are no changes that affect equipment performance. o Every evacuation signal/strobe and/or speaker/strobe o Every door holder o Every fireman's phone. o Smoke/fire dampers, and fusible links b. Any addendums, if necessary, will be published on the East Hartford Public Schools website by May 21, 2024. If this RFP is for on-call services or solicits pricing for multiple years, the terms of this RFP or any resultant award or contract shall apply for at least Three (3) full fiscal years (7/1 to 6/30) unless otherwise specified in this RFP. If mutually agreed between East Hartford Public Schools and the respondent, the term may be extended under the same terms and conditions for two (2) additional twelve- month periods. East Hartford Public Schools reserves the right to waive any formalities in Proposals received; to reject any and all Proposals, to waive technical defects and to make such award, including accepting a Proposal, although not necessarily the lowest cost Proposal, as it deems to be in the best interest of the East Hartford Public Schools.
