The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 24, 2024, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase I Planning and Environmental Linkages or a NEPA Scoping engineering and environmental services are required for preparing Purpose and Need, Preliminary Alternatives, Alternatives to be Carried Forward, determining the NEPA class of action (CE, EA, or EIS), obtaining at least two concurrence points at the NEPA/404 Merger meeting, and identifying the preferred alternative. The Prime firm must be prequalified in the Location Design Studies (New Construction/Major Reconstruction) category to be considered for this project. The Environmental Reports (Environmental Assessment) prequalification category requirement may be completed by the Sub and/or Prime Consultant. The environmental work must be performed using staff that has been presented in your most recently approved Statement of Experience and Financial Condition. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The method of contractor selection has not been determined at this time.
