The project Phase II Base Bid #1 includes approximately 6,500 SY of milling, 1,025 tons of bituminous surface course paving of roadways, selective base repair, selective bituminous driveway apron replacement, 525 LF of guiderail, traffic striping, traffic signage replacement, and related appurtenances on Island Road. The project Phase III Base Bid #2 includes approximately 6,100 SY of milling, 950 tons of bituminous surface course paving of roadways, selective base repair, selective bituminous driveway apron replacement, traffic striping, traffic signage replacement, and related appurtenances on Island Road. The Springfield Elementary School Improvements Base Bid #3 includes approximately 4,280 SY 8" Full Depth Reclamation, 770 tons of bituminous surface course paving, 238 LF concrete curb, 185 SY concrete sidewalk, concrete driveway apron replacement, traffic striping, traffic signage replacement, and related appurtenances. The project Alternate Bid No. 1 includes guide rail improvements at 146 Folwell Station. Road. The project Alternate Bid No. 2 includes drainage improvements at 155 Warner Road. Each bid must be accompanied by the documents listed on the Bid Document Submission Checklist and a proposal guarantee in the form of a certified check or bid bond in an amount not less than ten percent (10%) of the Total Price Bid in the proposal; except that when the Total Price Bid is $200,000.00 or more, the amount of the proposal guarantee shall be $20,000.00. In no case shall the guarantee be less than $500.00. The proposal guarantee must be in the form of a bid bond, or certified check, or cashier's check or a combination thereof, and must be drawn to the order of Springfield Township and must be delivered at the place and by the hour abovenamed. Proposals received after the designated time shall be deemed unresponsive and shall not be opened. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27. Base Bids #1 & #2 are partially funded by NJDOT grants. The Township of Springfield reserves the right to reject all bids and to waive any insignificant defect or informality in any bid should it be in the interest of the Township to do so as allowed by law Base Bid #3 is to be completed through a Shared Services Agreement between the Township of Springfield and the Springfield Board of Education. It is emphasized that all work pertaining to the Springfield Elementary School portion of the project (Base Bid #3) must be completed no later than August 31, 2024. MBE (45%), WBE (6.9%) Q/A- On the Drawings, figured dimensions shall govern in case of discrepancy between scaled and figured dimensions. If any discrepancy be found between the Drawings and the Specifications, the decision of the Engineer shall govern. Within the Specifications, the order of precedence shall be first, Supplementary Specifications, and then Standard Specifications. The Engineer shall have the right to correct apparent errors or omissions in the Drawings and Specifications and to make such interpretations as he deems necessary for the proper fulfillment of the intent of the Drawings and Specifications. Prospective bidders shall have the right to request interpretations in accordance with Section 1.2.20 Notice of revisions or addenda to advertisements or bid documents relating to bids shall be provided no later than seven (7) days, Saturdays, Sundays and holidays excepted, prior to the date for acceptance of bids, to any person who has submitted a bid or received a bid package in the following ways: i) in writing by certified mail or ii) by certified facsimile transmission, meaning that the sender's facsimile machine produces a receipt showing date and time oftransmission and that the transmission was successful or iii) by a delivery service that provides certification of delivery to the sender. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
