Site work for a mixed-use development in Spring Mills, Pennsylvania. Conceptual plans call for site work for a educational facility.
This project may include ten (10) wayfinding signs. The signs should be a “Post and Panel System”. The number of signs is subject to change based on the decision of the District but will not exceed fifteen (15) wayfinding signs. As part of the scope, the Contractor will recommend layout and placement of signage as needed. In addition, the signage must contain Navy Blue - Pantone 282C, Grey - Pantone 477, and White. Signs must be reflective at night when illuminated by headlights. The sign heading should include “PENNS VALLEY” in twelve-inch (12”) letters and the subheading, for example, “AREA HIGH SCHOOL”, in eight-inch (8”) letters. Sign panels should be big enough to accommodate six-inch (6”) letters along the Route 45 corridor and four and a half-inch (4.5”) letters on internal signs. The sign should have a concrete base which extends to ground level at least one foot (1’) from the posts and all sides of the sign. Prototypes are to be reviewed and approved by the District before full fabrication of the signage shall commence. After approval of prototypes, contractor shall fabricate and install all signage components, including any necessary concrete foundation work. Installation specifications from the sign manufacturer will be provided to the district and adhered to by the contractor. This project is subject to Pennsylvania Prevailing Wage legislation. Direct all inquiries concerning this RFP to: Robert Miller, Director of Physical Plant Penns Valley Area School District 4528 Penns Valley Road Spring Mills, PA 16875 814-422-2000 x 2524 PURPOSE AND BACKGROUND The Penns Valley Area School District invites all interested, qualified persons or firms capable of providing the required products to submit bids for the design, planning, fabrication, and installation of wayfinding signage. The Penns Valley Area School District has identified the need for wayfinding signage to help inform, direct and guide visitors and residents to their desired destination on the Penns Valley Area Junior/Senior High School and Penns Valley Elementary and Intermediate properties. PVASD is considering the selection for wayfinding signage for immediate implementation. Gateway, vehicular, and pedestrian signage will need to be designed and planned for within the scope of this project. The following specifications and attachments describe the minimum requirements acceptable to the District. RFP SCHEDULE The table below shows the intended schedule for this RFP. The District will make every effort to adhere to this schedule. Contract Award: July 17, 2024 SUBMITTAL REQUIREMENTS Sealed proposals, subject to the conditions made a part hereof and the receipt requirements described below, shall be received at the address indicated in the table below, for furnishing and delivering those items or services as described herein. Mailing address for delivery of proposal via US Postal Service, Office Address of delivery by any other method (hand delivery, overnight, or any other carrier) Penns Valley Area School District C/O Nate Althouse 4528 Penns Valley Road Spring Mills, PA 16875 IMPORTANT NOTE: All proposals shall be physically delivered to the office address listed above on or before the proposal deadline in order to be considered timely, regardless of the method of delivery. This is an absolute requirement. All risk of late arrival due to unanticipated delay whether delivered by hand, U.S. Postal Service, courier or other delivery service is entirely on the Vendor. It is the sole responsibility of the Vendor to have the proposal physically in this Office by the specified time and date of opening. The time of delivery will be marked on each proposal when received, and any proposal received after the proposal submission deadline will be rejected. Sealed proposals, subject to the conditions made a part hereof, will be received at the address indicated in the table in this Section, for furnishing and delivering the commodity as described herein. Vendors are cautioned that proposals sent via U.S. Mail, including Express Mail, may not be delivered by the Mail Service Center to the agencys office on the due date in time to meet the proposal deadline. All Vendors are urged to take the possibility of delay into account when submitting a proposal. Attempts to submit a proposal via facsimile (FAX) machine, telephone or electronic means, including but not limited to email, in response to this RFP shall NOT be accepted. a) Submit one (1) signed, original executed proposal response, (1) copy of your proposal simultaneously to the address identified in the table above. b) Submit your proposal in a sealed package. Clearly mark each package with: (1) Vendor name; (2) Wayfinding Signage RFP; and (3) the due date. Address the package(s) for delivery as shown in the table above. c) Each copy of the submission should be complete and include the following minimum requirements: 1. Executive Summary 2. Company Background 3. Project Experience (Including Photos) 4. Detailed Design Plan 5. Detailed Plan for Fabrication and Installation 6. Timeline for Design, Fabrication and Installation 7. Completed Attachment A: BID PROPOSAL FORM Instructions relative to each part of the response to this RFP are defined in the remainder of this section. Failure to closely follow the proposal format shall be cause for rejection of the proposal. Executive Summary (Section 1) This part of the response to the RFP should be limited to a brief narrative describing how your company (and possibly subcontractors) is qualified for this project. The summary should include, in narrative, outline and/or graph form the Vendor's approach to accomplishing the tasks outlined in the Project Scope and Details section of this RFP. The summary should contain as little technical language as possible and should be oriented toward non-technical personnel. The Executive Summary should not include cost quotations. If the Vendor utilizes any third-party subcontractors, information for those subcontractors must be submitted in the following sections as well. Company Background (Section 2) Vendors must provide the following information about their company so that the District can evaluate the Vendors' stability and ability to support commitments set forth in the response to the RFP. The District, at its option, may require a Vendor or subcontractor to provide additional documentation to support and/or clarify requested information. The Vendor should describe the company and any subcontractor's background including: How long the company has been in business - A brief description of the company, including past history, present status, future plans, etc - Note any parent/subsidiary relationships - Note any name changes/acquisitions Company size and organization - Location of company headquarters - Total number of employees. Number of full-time and part-time employees. Number of technical staff and certifications. - Identify specific vendor and subcontractor representatives that will be assigned to this project. - Has the company been involved in any judgments, claims, arbitration or mediation proceedings, or suits within the last five (5) years, whether resolved or still pending resolution If yes, please state details. Project Experience (Section 3) The Vendor shall provide a list of projects, of comparable size and budget, that were designed, fabricated or installed within the past five years and include photos of these projects. The District has a specific interest in educational and municipal project experience. Ground sign experience is preferred.
