This Request for Proposals (RFP) has been prepared by Washington County to seek collection services for municipal solid waste (MSW) and recyclables as needed from county owned facilities. The purpose of this contract is to provide MSW collection services for various Washington County owned facilities as listed in Exhibit A. The county requests a proposal to furnish all labor, required equipment, and services to provide any or all of the following scopes of service: A. The collection and processing of MSW from Washington County owned facilities in compliance with County waste designation. B. On-call roll-off collection for special projects including scrap metal, MSW, and C&D waste. C. On-call bulk waste removal services including, but not limited to: a. Appliances: Large and small appliances for recycling. b. Mattresses: Bed mattresses will be collected for recycling. c. Furniture: Furniture will be collected for recycling when possible or as MSW when recycling outlets do not exist. d. Pallets: Pallets will be collected for recycling when possible or as MSW when recycling outlets do not exist. e. All services provided must be in accordance with sections 2.2 and 2.3. Notification of Award 06/06/2024 Commencement Date 06/06/2024 Question Deadline 05/16/2024 at 4:00 PM CT Such as, to notify the county of any inconsistency or ambiguity in this RFP and for all questions pertaining to this RFP, all questions and notifications must be sent via e-mail by to the County Authorized Representative: Name: Nathan Belisle Email Nathan.Belisle@co.Washington.mn.us. An addendum will be issued through the same communication medium as this RFP was originally distributed no later than 05/23/2024 and no later than 4:00 pm. This RFP process does not obligate the county to award a contract or complete the services. o The county reserves the right to waive any minor irregularities. o The county reserves the right to reject any or all proposals. o The county reserves the right to request additional information or clarifications from contractors. o The county reserves the right to interview any, all, or none of the contractors. o The county reserves the right to enter into a contract with more than one contractor. o If the RFP process concludes by withdrawal, cancellation or rejection of all proposals, the county reserves the right to issue another RFP for this service. o The county shall not be liable for any expenses incurred by the contractor including but not limited to expenses associated with the preparation and submission of the proposal.
