The Alabama State Port Authority (ASPA) submits this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQ) and a Fee Proposal from those entities (Respondent) interested in contracting to provide on-call services for the performance of railroad related work. This work will encompass the engineering associated with railroad work, as well as FRA bridge inspections and safe load capacity ratings. The purpose of this RFQ is to solicit information that will enable ASPA to determine which Respondent is best qualified to perform the services. To facilitate the review and award of a contract, the RFQ and Request for Proposals (RFP) are combined into one step, hereafter referred to as Request for Proposals (RFP). Respondent's Scope of Work Professional engineering services for multiple specific task orders issued as a need arises for railroad related work throughout the duration of the Agreement. Examples of the potential task orders include, but are not limited to: o Engineering studies o Preparation of material and equipment procurement specifications o Damage surveys and Engineering Services for the restoration of damaged structures o Performance of FRA bridge inspections o Providing technical support for ASPA engineers and railroad maintenance personnel o Preparation of drawings and/or specifications for ASPA maintenance work and outsourced construction contractor work o Managing a project or task in its entirety, including cost estimating; equipment selection; schedule development and control; preparation of bid packages; bid evaluation; bid selection; and construction engineering and inspection Professional bridge inspection services under this contract will be required at ASPA owned railroad bridges over various waterways and roadways, as well as railroad tracks on elevated piers along the Mobile River in Mobile, Alabama, as listed below: o Hog Bayou Rail Bridge o Viaduct Rail Bridge o Three Mile Creek Rail bridge o CGR Rail Ferry Bridge o Pier C North Berths 1 & 2 o Pier C North Berth 3 o Pier C River End o Pier 5 o Pier 4 o Pier 3 o Pier 2 o McDuffie Belt Run Rail Bridgeo ICTF Rail Bridge Year 1 Commencement Date (NTP): October 1, 2024 o Year 1 Expiration Date: September 30, 2025 Question Deadline 05/14/2024 All questions and requests for clarifications regarding this RFP shall be submitted to electronic format .ASPA Response to questions: May 20, 2024
