Main Street, Newark, Ohio 43055, Ph. 740-344-5451 Village of Newcomerstown, 308 College Street, Newcomerstown, Ohio 43832, Ph. 740-498-6313. The Engineer's estimate is as follows: $385,000.00. Bidders are required to provide Bid security in the form of a Bid Bond in the amount of 100 percent of the Bid Price or certified check, cashier's check or letter of credit equal to ten percent of the bid amount to guarantee the Bidder's entrance into a contract, if awarded the project. . The right is reserved by the Owner to reject any or all bids, and to waive any informality in bids received and to accept any bid which is deemed to be the lowest and best bid.
