All questions must be submitted by May 24, 2024 by 5:00 PM. The intent of this Request for Proposal is to obtain proposals from qualified offerors to enter into a contract for architectural/engineering services for the proposed renovation project indicated in this RFP. Qualified offerors may include a single firm of registered/qualified design professionals capable of providing the requisite services listed below or a project team consisting of multiple firms capable of the same. Loudoun County Public Schools (LCPS) projects will be executed in accordance with local, county and state standards and requirements governing the design and development of public facilities. This contract award is dependent upon funding appropriation. This project plans for the renovation of and addition to the Waterford Elementary School. The scope will include phased construction to maintain the current school operations throughout construction. The existing property is located at 15513 Loyalty Road in Waterford, Virginia (PIN 303-18-4199) and is approximately 10.6 acres. The adopted FY 2025 Capital Improvement Program funds the renovation and addition project. The Village of Waterford including the Waterford Elementary School parcel is located within a National Historic Landmark district. While the property itself is not within Loudoun County's Waterford Historic District, adjacent properties are and the overall significant historic context of the Village should be considered in all aspects of design. Originally opening in 1965, Waterford Elementary has been renovated several times with major projects including a renovation and addition in 1999. The building and site hold importance in the community. LCPS aims to preserve and restore the exterior of the original building and to renovate the interior maintaining footprints of original classrooms. The addition will complement the original building and uphold its importance. With the LCPS standard Elementary School Educational Specifications, the addition is planned for 14,000 - 20,000 SF to include a multipurpose room, four (4) classrooms and other ancillary spaces to serve student capacity of approximately 286 students. The building will serve students in Kindergarten through grade five (5). Three (3) existing modular classrooms are required to be removed from the site at completion of the project. Updates to the LCPS standard Elementary School building program may be required. Phased, occupied renovation and concurrent construction of the addition is planned utilizing a design-bid-build delivery. Project completion is planned for opening in School Year 2027-2028 Architectural/engineering services may include but are not limited to: 1. Historic Preservation planning, design, presentations and approvals, as required. 2. Sustainable Design services with the overall goal of achieving a minimum of LEED Certified or higher should budget and design allow. 3. The total Scope of Work will cover all phases of construction and include creating a complete set of construction contract documents for the renovation and addition on the existing site considering programming, preliminary conceptual plans, field surveys of the existing conditions, and LCPS Educational Specifications and Requirements. These documents will be prepared for the purpose of permitting, pricing and construction of this Elementary School facility. 4. A Design-Bid-Build delivery is anticipated for the project with a target of issuing for bid in late Summer 2025. The design phase services by the AE team must include planning, phasing plans and constructability considerations for a complete bid package and an achievable construction schedule. 5. System components shall include, but not be limited to the following: a. Historic Preservation and Restoration, as required b. Mechanical c. Electrical d. Plumbing e. Structural f. Enclosure Systems g. Finishes h. Low Voltage Systems i. Data j. Telephone k. Security l. Energy Management m. Renewable Energy evaluation n. Sports facilities and equipment o. Furniture, Fixtures, and Equipment planning p. Preparation of, and coordination of Municipal and Regulatory Permits q. Cost Estimates r. Construction Contract Administration The method of Contractor Selection has not been Determined at this time.
