The City of New Haven (the "City"), is requesting Proposals from qualified firms to provide maintenance and technical support for its existing IP-based camera system. This includes, but is not limited to, providing camera system maintenance and support, camera system design (i.e. camera and network equipment, installation, configuration), all associated camera system equipment (i.e. servers, storage, cameras, housings, software, network infrastructure, cabling, wiring, point to point and access points) and installation in coordination with the existing citywide camera system and network. The purpose of this Request for Proposals (RFP) is to secure one or more vendors to provide both monthly and on call service to maximize the operational efficiency and efficacy the City's camera system. The successful respondent (the "Vendor") will be awarded a one year on call contract for repairs, diagnostics and planning. The Vendor will be eligible for up to two one-year renewals of this agreement at the complete discretion of the city. This project will supplement the existing award for the ARPA Police Camera expansion project. Question Deadline 05/17/2024 Every request for such an interpretation shall be made in writing via City's e-Procurement Portal's Question & Answer feature. The City seeks proposals from qualified firms to support our Enterprise Camera System. In addition to providing system maintenance the Proposer must be capable of providing equipment and professional services for the extension of the system throughout the City. All equipment must be capable of being integrated into the existing camera management system (Milestone). The proposal shall work with the Information Technology Department and the Chief Administrator's Office to provide the following services including but not limited to: Technical Assessment: Using the City's current camera inventory as a base create an assessment of the City's existing camera & access control network including: Anticipated Remaining Life Use Vulnerabilities Opportunities for improvements Expansion capabilities Using this assessment the vendor shall maintain an active system inventory with location, installation date, service history, camera details, warranty information and connection System Maintenance: Preventative and on call system maintenance to include all diagnostics and immediate level repairs. Base contract shall include 10hrs of diagnostics and preventative maintenance including bucket truck, electrician and technician per week including but not limited to: diagnostics of outages examining connections to ensure optimal coverage performing preventative maintenance on camera lenses and domes examine supporting brackets and fixtures for signs of corrosion and damage checking physical condition of cameras and housings for signs of deterioration due to rain dust and dirt Response shall be within 90 minutes of request M-F 8am-5pm, final contract shall include penalties for non-compliance Provide user training no less than annually and at each system upgrade Provide hourly cost rates beyond the base and after-hours costs for time as authorized All maintenance costs and parts shall be authorized prior to execution Reporting: Reports provided bi-weekly and on demand which at minimum shall include: maintenance activity by type, location and cost System Upgrades: Based on the initial responses, the awarded contract will include discussion around system upgrades. We will use the proposed upgrades to build out a budgeted 5 year upgrade plan to enhance the system infrastructure. The pricing structure should be as fixed as possible. Please include a structured price plan for the following, but not limited to, scenarios. Replacing a camera with existing infrastructure to an Axis camera. Intersections are typically 4 way cameras and monitoring cameras are typically a PTZ camera. Adding a Camera to fixed Point to Point mesh network utilizing carrier grade equipment (cambium or Motorola is our preferred vendor) Replacing a tower Based Microwave link with a new private frequency that is registered with the FCC. Creating new infrastructure via Fiber at a cost per foot. Annual System Upgrades Proposal: Due each November will be a five-year updated plan on camera system upgrades including recommendations of annual projects with estimated costs. City Responsibilities The city will be responsible for all switch routing and configuration. We will work one on one with the vendor after the award, to provide an understanding of the networking infrastructure. The City will be responsible for the network monitoring of the camera equipment and switch gear. The City of New Haven IT Department will be the sole point of contact, for scheduling installs, repairs and emergency work. No work will be performed on the NVR System, without express written consent of the IT Department. The IT Department will be responsible for creating and managing all Milestone clients and creating/modification of accounts. Vendors will NOT have access to the City's Active directory or network infrastructure directly. All vendor work will be managed and tracked by the IT Department. 3.3 Required Meetings The Vendor shall provide representatives to meet with City officials as may be requested, and in no case less than monthly, for the purpose of reviewing system issues and Service performance. The City agrees to give reasonable notice of such meetings.
