Site work and paving for a mixed-use development in Grand Rapids, Michigan. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
INTRODUCTION The Kent County Purchasing Division is soliciting bids for a General Contractor to oversee and perform the construction of the pavement and drainage improvements at the Kent County Human Services Complex. The complex is located at 121 Martin Luther King Jr. Street, Grand Rapids, MI 49503. The project will be phased/sequenced in a manner that provides for the utilization of either the east or west half of the parking lot, for staff and visitor parking, to be maintained throughout the course of the project. Once the project is started, work schedule is not to exceed 10 weeks and is to be fully completed and signed off by Kent County no later than October 1, 2024. Kent County, at its sole discretion, reserves the right to reject any or all submissions, or award to the Respondent deemed most advantageous, while reserving the right to weigh other factors in the decision. Kent County reserves the right to waive irregularities of the Solicitation process or award by line item when applicable. Where price is a consideration, delivery, project schedule, warranty, maintenance, and life cycle costs will be utilized in evaluating this award. SCOPE The scope of services is provided in Exhibit A: Human Services Complex Pavement & Drainage Improvements Construction Handbook dated April 26, 2024. Site Plans are provided in Exhibit B. Unit pricing must be provided with submission on Exhibit C-Bid Form. Dimensions, if furnished, are for general reference only and should be verified by Respondent Kent County will award and contract for the goods and services in this Solicitation in an efficient and timely manner. In no event will notification of award be more than 45 days from the date of submission. The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County Purchasing Division website are incorporated by reference and shall be deemed to have the same force and effect as if fully set forth herein. Inquiries Deadline Date & Time (local) 5/15/2024, 2 PM INQUIRIES Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the right to determine the response format or not respond, at its sole discretion. SCHEDULE OF THE WORK Respondent, at time of submission, shall provide to the County a schedule of the work showing the dates on which Respondent plans to begin and complete various parts of the work, including dates on which information and approvals are required from the County. Respondent shall comply with the approved schedule of the work. The schedule of the work shall identify dates that are critical to ensure timely and orderly completion of the work. Work must be continuous from the date of commencement. All work must be fully complete no later than October 1, 2024. The County will suffer damages which are difficult to determine and accurately specify if the project is not complete within ten (10) continuous weeks from commencement. Respondent shall pay County One Thousand dollars ($1,000) per day as liquidated damages and not as a penalty for each day that project extends beyond ten (10) weeks. These liquidated damages are in lieu of all liability for any extra costs, losses, expenses, claims, penalties, and any other damages of any nature incurred by County resulting from not attaining the completion date. The project completion date may be amended by a writing signed by both parties. BID BOND No Bid Bond is required if Respondent's offer is less than $500,000. If the offer is withdrawn after Solicitation opening, Respondent may be removed from the Bidder's List ("Vendor Registration") pursuant to Kent County Purchasing Central Purchasing and Open Market Procedures for Goods and Services section D.13 Failure to Perform Satisfactory. Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or Performance Bonds must file a certified dated copy of their Power of Attorney. A certified check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. If requested, the Original Bid Bond must be received by the Kent County Purchasing Division within 2 business days of request. Bid Bonds of unsuccessful Respondents will be returned after the Solicitation is awarded. The Bid Bond of the successful Respondent will be retained until the contract is fully executed by all parties involved. PERFORMANCE AND PAYMENT BOND Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract. Work Included: The contract of this work shall include all the labor, materials, and permits necessary and incidental to the complete construction, as indicated on the Drawings and specified in Division 1 through Division 33 of the Specifications, for PARKING LOT PAVEMENT & DRAINAGE IMPROVEMENTS.
