Site work for a playground / park / athletic field in Stillwater, Minnesota. Conceptual plans call for site work for a playground / park / athletic field.

Project Goals and Objectives The objective of this project is to develop final construction plans in 3 different areas of Square Lake Park and to achieve a construction schedule that minimizes public inconvenience, while being sensitive to reducing overall project costs and environmental impacts in Square Lake Park for 2025 construction. The goals for each of these is as follows: Roadway and Parking Lot Improvements Square Lake Park has two large upper parking lots, and one small lower parking lot. The park also has a paved access road off of County Road 7 that connects the parking lot areas. This project aims to evaluate the existing road and parking lots and come up with a design that will meet current and future demands of Square Lake Park including: o Upgrades to bring the parking lot up to ADA standards. o Improve stormwater management. o Improve traffic/parking circulation and access upgrades. o Design a gate and turnaround area at the entrance to the park. Beach and Fishing Pier Improvements Square Lake Park has a large popular beach and a fishing pier that is connected by a gravel path that extends north off of the beach. Both are popular amenities in need of improvements. This project aims to: o Design a walk along the beach that extends to the fishing pier that meets ADA standards. o Work with the Carnelian Marine St. Croix Watershed District to design shoreline restoration and native vegetation areas. Maintenance Path and Bioretention Basins Maintenance access into Square Lake Park is challenging as the low area along the current maintenance route floods during rain events and in the Spring. In collaboration with the Carnelian Marine St. Croix Watershed District, this project aims to: o Design a maintenance path that will work with the bioretention basin concept drawings that are included in Attachment A. o The Consultant will be responsible for the maintenance path design and the watershed will be responsible for the bioretention basin design. The final construction plan set will meet all procedures, requirements, and regulations of Washington County and Carnelian Marine St. Croix Watershed District. The Consultant shall achieve a schedule that assures project advertisement by February 14, 2024. Scope of Work and Deliverables All aspects of the scope of services outlined below and included herein are expected to be completed within the project deadlines. All reports/documentation must be developed and presented in Microsoft Office and all design files must be developed and presented in Microstation adhering to Washington County approved formats unless otherwise noted or requested by the Consultant with approval of Washington County. 2.1. Public and Agency Engagement 2.1.1. Project Website Washington County will create a project specific website, which will be available throughout the duration of work, as well as through construction. The selected Consultant will be responsible for providing text and graphics to support the website throughout the project. 2.1.2. Public Events and Newsletters Assist Washington County in conducting public engagement and outreach throughout the project. This may include, but is not limited to public preconstruction presentation, design of public mailers, social media, and email outreach as necessary to maximize attendance and audiences. Project Coordination 2.3.1. Project Scoping Work with Washington County Parks Division staff on identifying the issues, opportunities, and concerns for the various projects to establish clear goals, expectations, and scope. 2.3.2. Project Management Project management and administration including monthly invoicing, schedule updating and communication with the necessary project personnel. The Project Manager and lead designer should plan to meet with Washington County for one on-site kick off PMT meeting. Project Manager should then plan Bi-weekly 30-minute progress meetings with Washington County staff and one 60% and 90% plan review meeting. 2.3.3. Utility Coordination For the purposes of this RFP, "utilities" shall mean and include, but not be limited to, all privately, publicly, or cooperatively-owned pipes, lines, antennas, or facilities for the distribution or transmission of electrical energy, gasoline, oil, natural gas, water, sewage, steam, cable TV, telephone or other material and communication lines and devices. Consultant Responsibilities: o Obtain the locations of all utilities that exist within the limits of construction and may be affected by this project. o Utility location information shall be obtained through a Gopher State One Call (GSOC) to obtain locate (mapping and field locates). o All utilities shall be identified as to owner, type and size. o All utilities shall be shown on the plans in accordance with the requirements of the "Utility Notification Law", Minnesota Statue Section 216D.04. o The subsurface utility information to be provided in the final plans shall be Utility Quality Level D o This quality level shall be determined according to guidelines of CI/ASCE 38-22 Entitled "Standard Guidelines for Investigating and Documenting Existing Utilities." o Attend utility coordination meetings with private utility owners, as requested by the County. o Conflicts: o The Consultant shall develop a tabulation of any conflicts and required changes to existing utility facilities. o If conflicts with public utilities are anticipated, the consultant shall work with the owner of these facilities, and Washington County, to determine a proposed solution. County Responsibilities: o Provide known locations of County utility infrastructure within the park. o Survey utilities located in the field, as needed. o Host utility coordination meetings with private utility owners, as needed. Final Selection It is anticipated but not guaranteed that the selection of a contractor will be completed by Friday June 14, 2024. Following notification of the selected contractor, it is expected a contract will be executed between both parties by Friday June 28, 2024. Proposal Questions Include instructions for questions from contractors. Such as, to notify Washington county of any inconsistency or ambiguity in this RFP and for all questions pertaining to this RFP, all questions and notifications must be sent via e-mail by 4:00 PM CST May 23, 2024 to the Washington County Authorized Representative: Mike Kline, EIT: Engineer I michael.kline@co.washington.mn.us Only written questions and notifications will receive responses. Washington County reserves the right to disregard questions received after 4:00 PM CST May 23, 2024. An addendum will be issued through the same communication medium as this RFP was originally distributed no later than 4:00 PM CST May 28, 2024.
