Earl Township Fancy Hill & Spring Road Storm Sewer Project -Includes installation of 222 LF OF RCP., 1719 LF of HDPEP, and 21 Storm Sewer Structures along with associated driveway and roadway pavement restoration, swale grading, removal of certain existing pipe segments/structures and other incidental work. LOCATION OF WORK Fancy Hill Road between Sandy Hill Road & Spring Road Spring Road between Fancy Hill Road & Vale Drive Paving Restoration of all disturbed roadway areas Milling and Overlay at Fancy Hill/Spring Intersection Installation of Erosion & Sediment Controls per Specifications 4" Paved Berms on downslope side of Inlets Tie Into Existing Inlet Restoration of All Disturbed Areas Traffic Control Survey for Site Layout LOCATION OF WORK Fancy Hill Road between Sandy Hill Road & Spring Road Spring Road between Fancy Hill Road & Vale Drive Clearing & Stump Removal Existing Pipe / Inlet Box Removal Standard Type M Inlet Boxes Standard Type M Inlet Boxes w/ 3" Frame Type 4 Type M Inlet Boxes Type 4 Type M Inlet Box w/ 3" Frame Type 4 Inlet Box with Conversion Slab & 3" Frame 4' Dia. Manhole w/ Flat Slab & 7" Frame & Cover 15" RCP including stone backfill 18" RCP including stone backfill 18" HDPEP including stone backfill 24" HDPEP including stone backfill Restore paving of existing driveways Pave first 20' of existing driveway Fill existing swale area on 20, 24, and 26 Spring Road Fancy Hill & Spring Road Storm Sewer Project Specifications Clearing & Stump Removal: - Along Fancy Hill Road primarily there will be four large tree stumps to be removed as noted on the plans (Township had the trees cut down); If roots extend under the roadway they shall be cut off and left in place under the roadway. - Additional clearing of smaller vegetation / brush may be necessary along Fancy Hill and Spring Road for installation of proposed storm sewer. Pipe & Inlet Box Removal: - Includes removal of existing inlet I-1A and associated 18" pipe under roadway (both being replaced, partial pipe replacement / partial pipe removal) - Includes removal of existing inlet I-7 and 15" CMP at Fancy Hill / Spring Road intersection (inlet being replaced) - Includes removal of existing inlet I-16 (being replaced) - Includes removal of existing headwall and 24" HDPE pipe between headwall and existing I16 - Includes removal of existing 18" HDPE pipe under Spring Road to existing I-20 (pipe being replaced) - Removal of existing 24" HDPE under driveway for 41 Spring Storm Sewer Piping & Structures: - Includes structures meeting PennDOT 408 requirements - RCP Piping shall be Class III - All piping/structures shall have watertight joints - Line items include materials and installation including 2A stone bedding and backfill required for installation per enclosed details Driveway Restoration: - Includes restoration of up to the first 20' of the existing driveways for 423 Fancy Hill Road, 59 Spring Road (2 driveways) and 45 Spring Road that will be impacted by installation of new driveway culvert pipes - Driveways shall be restored with a compacted depth of 3" of Superpave 9.5mm wearing course 0.0-0.3 Million ESALs Driveway Paving (41 Spring Road): - Includes paving with a compacted depth of 3" of Superpave 9.5mm wearing course 0.0-0.3 Million ESALs Filling of Existing Swale Area on 20, 24, 26 Spring Road: - Existing swale area along the frontage of these properties shall be backfilled with suitable material free of rocks/debris. - Top 6" to be restored with topsoil and seeded and matted. - Existing driveway pipes to be left in place and backfilled against both ends of pipes. - Said area shall be graded to direct runoff into Inlets I-19 and I-21 accordingly Roadway Paving Restoration: - All areas of roadway impacted by storm sewer installation shall be saw cut a minimum of 1' beyond the excavated edge - Roadway to be restored with a 5" compacted depth of Superpave Base Course 25mm 0.3- 3.0 million ESALS and 1-1/2" compacted depth of Superpave Wearing Course 9.5 mm 0.3-3.0 million ESALS (see detail) Fancy Hill / Spring Road Milling & Paving: - Area in the vicinity of I-6 and I-7 shall be milled a variable depth of 1-1/2" to 2-1/2" as determined in the field by Township Roadmaster / Engineer in conjunction with contractor after installation of inlets and paved with 1-1/2" to 2" compacted depth of Superpave Wearing Course 9.5mm, 0.3-3.0 million ESALS - Intent of milling / repaving effort is to ensure drainage from Fancy Hill Road north of the intersection is directed into Inlets I-6 and I-7. Erosion & Sediment Controls: - Inlet protection to be installed in all existing inlets downslope of work area before starting the project - Inlet protection to be installed in all new inlets upon installation until upslope areas are stabilized with grass. - Excavated material shall not be stockpiled on-site except during excavation operations. All stockpiled material to be utilized or removed from site the same day as excavation. - All disturbed areas shall be immediately matted and seeded upon reaching final grade. Paved Berms: - Asphalt berms, 4" high, shall be placed just downslope of inlets I-2 & I-6 on Fancy Hill Road and all new inlets along Spring Road except I-7. Restoration of All Disturbed Areas: - Includes 6" topsoil in all disturbed areas - All disturbed areas shall be matted with NAGreen S75 matting or equal - Said line item includes other incidental restoration of disturbed existing features such as mailboxes etc. - Existing swale along north side of Spring Road is being replaced by the proposed storm sewer piping. - On the north side of Spring Road and eastern side of Fancy Hill road the road gutterline (shoulder) area shall be swaled generally per trench restoration detail and based upon site conditions to convey runoff along the shoulder between inlets Traffic Control: - One lane of traffic must be maintained at all times A performance bond or certified check in the amount of 100% of the contract price shall be furnished by the successful bidder within 20 days after contract is awarded. Pennsylvania Prevailing Wage rates apply to this project.
