Site work, paving and outdoor lighting for a mixed-use development in Des Moines, Iowa. Completed plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; water / sewer project; and for paving for a transportation facility.
Installation of four (4) centralised PCC deicing pads, new PCC taxilanes to access the deicing pads, and snowmelt pavement to the north of the deicing pads. PCC thickness for the deicing pads and taxilanes is 14.5 inches. The total area of the deicing pads, adjacent taxilanes, shoulder pavement, and snowmelt pavement is approximately 47,000 SY. The project also includes 3,200 LF of 18- to 36-inch storm sewer installation and 205 LF of 6-foot-high retaining wall construction. Other construction items include the removal of the existing taxiway shoulder pavement section, grading, aggregate base, drainable concrete base, airfield lighting and signage, traffic control, and seeding and site restoration. A bid alternate for the project is the reconstruction of 560 LF of the southeast half of Taxiway P SW of Taxiway P1, the construction of 95 LF of the future Taxiway G connector to the future Terminal Apron, and the reconstruction of 60 LF of Taxiway H. This includes the adjacent shoulders. The total area of the bid alternate construction is 6,375 SY. Questions received less than seven days prior to the date for opening of Bids may not be answered. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of the contract corporate surety performance and payment bond(s), in a form acceptable to the board, for the faithful performance of the contract, in an amount equal to one hundred percent (100%) of the amount of the contract. The bidder's security shall be in the amount of five (5%) percent of the bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents with corporate surety satisfactory to the board. The bids shall contain no conditions except as provided in the specifications. Each successful bidder will be required to furnish corporate surety bonds in an amount equal to one hundred percent (100%) of its contract price. Said bonds shall be issued by a responsible surety approved by the Des Moines Airport Authority, guarantee the faithful performance of the contract and the terms and conditions therein contained, guarantee the prompt payment of all material and labour, and protect and save harmless the Des Moines Airport Authority from claims and damages of any kind caused by the operations of the contract. They shall also guarantee the maintenance of the improvements caused by failures in materials and construction for a period of one (1) year from and after acceptance of the contract. The contractor shall carry out the applicable requirements of 49 CFR Part 26 in the award and administration of these DOT-assisted contracts. In accordance with 49CFR Part 26.45, the sponsor has established a contract goal of 5.50% participation for small business concerns owned and controlled by a certified socially and economically disadvantaged enterprise (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet this established goal. Goals for minority participation in each trade: 4.5% Goals for female participation in each trade: 6.9% The sponsor has established a contract goal of 5.50% participation for small business concerns owned and controlled by certified socially and economically disadvantaged enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet this established goal. All construction will occur during the 2025 construction season. The Phase 1 construction has an early start date of March 24, 2025, and a completion date of May 31, 2025. Phase 1 construction includes construction adjacent to Taxiway D, and removal of existing taxiway PCC pavement and 42 inch storm sewer at the NE side of the project. Phase 2 construction is the primary construction phase for the project. A portion of the Phase 2 construction may begin at the same date as the Phase 1 construction early start date of March 24, 2025. Phase 2 has a completion date of September 26, 2025. Phase 2A is for construction adjacent to the terminal apron taxilane. Phase 2A has an early start date of May 1, 2025, and the completion date is the same as Phase 2: September 26, 2025. The Taxiway P Reconstruction Bid Alternative is Phase 3 construction. Phase 3 has a start date of June 1, 2025, and a completion date of October 17, 2025 The right is reserved, as the Des Moines Airport Authority may require, to reject any and all bids and to waive any informality in the bids received. The engineer's opinion of the probable construction cost for the work is $15,100,000 to $16,100,000 (including bid alternate). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
