Engineers Estimate: $4,900,000 This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations ("DIR") and the San Francisco Office of Labor Standards Enforcement. No contractor or subcontractor may be listed in a bid for a public works project and no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR per California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. The San Francisco Public Utilities Commission authorized the Water System Improvement Program Project Labor Agreement ("WSIP PLA") on March 27, 2007 and the Second Addendum to the WSIP PLA on July 23, 2019 (collectively referred to as the "PLA"). This Project is covered by the PLA. A copy of the PLA documents are included as Section 00 73 18.20 in the contract documents. Bidders are advised that the PLA is incorporated into and made a part of any contract awarded for this Project. The objective of the project is to improve the drainage and access within the O'Shaughnessy dam located in Yosemite National Park, Tuolumne County. This work will include cleaning of the existing drainage system, replacing existing platforms in the four ladder wells, removing concrete and improving existing steel walkway and platform at the upstream end of the diversion tunnel to improve clearance for access, and replacing an existing water tight door. The work is to be performed in Tuolumne County, California. The Engineer's estimate is $4,900,000. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of CMD Attachment 6. The Local Business Enterprise (LBE) subcontracting requirement is 10.00%. The LBE subcontracting requirement can only be met with CM D certified San Francisco Micro and Small-LBEs and PUC LBEs. The LBE sub requirement is less than 20% due to (1) the remote location of the project; (2) the limited number of contractors with experience working in confined spaces like dams; and (3) the specialized scopes of work with limited LBE availability like high-pressure water jet drain cleaning and the watertight door. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CM D in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CM D Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CM D Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award.
