The City of Hartwell, Georgia has received funding from the U.S. Department of Housing and Urban Development and the State of Georgias Community HOME Investment Partnership (CHIP) Program to perform single-family, owner-occupied housing rehabilitation and reconstruction services to homes in the Rome and Richardson Neighborhood of Hartwell (hereinafter referred to as Housing Program). The city invites qualified firms or individuals to submit proposals to serve as the Construction Project Manager for single-family, owner-occupied housing rehabilitation and construction projects. Responding firms/individuals should be technically qualified to provide these services for local, state and federally funded projects. These services will be utilized on an as needed" basis. Owner-occupied Housing Rehabilitation or Reconstruction Services - The city seeks to retain the services of one (1) or more highly qualified vendors to provide contractor oversight services for the City's Housing Program on an "as needed basis" which may include, but not be limited to the following: 1. The firm selected by the City will provide construction oversight, conduct bi-weekly* progress inspections of contractor's rehabilitation work, verification that construction work meets work write-ups, and final inspections for general repairs, including correction of code violations, abatement of health and safety issues, repair/replacement of electrical and mechanical systems, weatherization, and improvement of the general conditions of a structure (bathroom, kitchen, etc.). 2. Attend all Pre-bid meetings. 3. Perform in-progress inspections during construction to assure compliance with approved plans, specifications, and work write-ups. Provide pictures and progress reports to City. 4. Verifying contractor work and signing off on contractor's invoices. 5. Conduct follow-up inspections for properties that do not pass initial final inspection. Submit punch list for contractor's completion. 6. Act as the liaison between contractor(s) and the City's Building Inspector regarding any follow-up or punch list items required to be completed by the contractor(s). 7. Communicate to City any issues related to contractor performance or non-compliance with building codes. 8. Attending in person consultation meetings when required Award of this contract will be made to the responsive, responsible bidder(s) whose proposal is determined to be the most advantageous to the city, taking into consideration total cost (if determined) and all other evaluation factors set forth in the RFQ. Bidders must submit with their proposal, proof of insurance meeting or exceeding the following requirements if awarded the contract: Worker's Compensation Insurance - as may be required by law Automobile Liability Insurance - $1,000,000 for bodily injury and property damage each accident, and uninsured motorist The city reserves the right to award this project or to reject any and all proposals; whichever is in the best interest of the city Question Deadline 05/21/2024 at 4:00 PM ET Any questions must be addressed via email to Laurin Yoder, lyoder@gmrc.ga.gov The term of this contract will be for an initial period of two (2) years. The City of Hartwell reserves the right to exercise the option to renew annually (subject to the appropriation of funds), not to exceed a maximum of three (3) additional twelve (12) month periods. Contract renewal will be contingent upon the mutual agreement of the city and the contractor(s). Notice of intent to renew will be given to the contractor in writing by the City Manager ninety (90) days prior to the contract expiration date. Contract renewal shall be based on satisfactory performance; mutual acceptance; and determination that the contract is in the best interest of the city. Disadvantaged Business Enterprises (minority or women-owned businesses) will be afforded full opportunity to submit proposals in response to this RFQ and will not be discriminated against on the grounds of race, color, creed, sex, sexual orientation, gender identity or national origin in consideration for an award. It is the policy of the city that disadvantaged business enterprises, women-owned business enterprises, and minority business enterprises (DBE, WBE, MBE) have an opportunity to participate at all levels of contracting in the performance of city contracts to the extent practical and consistent with the efficient performance of the contract. The method of Contractor Selection has not been Determined at this time.
