Demolition, site work and addition to a fire / police facility in Massillon, Ohio. Completed plans call for the addition of a 5,420-square-foot fire / police facility; for the demolition of a fire / police facility; and for site work for a fire / police facility.

All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashier's check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders. Bidders are also requested to provide a copy of his/her company's liability insurance certificate with a minimum coverage of one million dollars ($1,000,000.00) when the bid is submitted. Bids received after this time will not be accepted. Bids will be opened publicly and read immediately thereafter. Subject to the right of the Owner to reject any or all bids, the Owner will award contracts to the bidder(s) submitting the lowest and best bid(s). Direct questions about the Project to the Design Professional, John Patrick Picard Architect, Inc., 50 North Avenue NE, Suite 102, Massillon, Ohio 44646, phone 330.471.9000. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. All steel products must meet the requirements of ODOT CMS 106.09. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required and a Project Labor Agreement is entered into collectively between the City of Massillon; the East Central Ohio Building and Construction Trades Council; and the Signatory Unions. Bidders shall submit written questions to the Design Professional in sufficient time in advance of the bid opening to allow sufficient time for the Design Professional to respond. All Addenda will be issued, except as hereafter provided, and mailed or otherwise furnished to persons who have obtained Contract Documents for the Project, at least seventy-two (72) hours prior to the published time for the opening of bids, excluding Saturdays, Sundays, and legal holidays. If any Addendum is issued within such seventy-two (72) hour period, then the time for opening of bids shall be extended one (1) week with no further advertising of bids required. This project is Federally assisted. Contracts to be awarded under this invitation for bids will be subject to Presidential Executive Order 11246, as amended, requiring affirmative action for equal employment opportunity (EEO). Contractors are further advised that January 27, 1972, Equal Opportunity Executive Order of the Government of Ohio is also applicable to this bid. The work to be performed under this contract is also subject to Federal Labor Standards Provisions, including the payment of prevailing wage rates as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best bidder for each contract. Contractors are required to attend one 1) Pre-Bid meeting to bid on the project.
