Reference Number 0000269714 ONTC is seeking Proposals from Qualified Contractors to demonstrate qualifications, experience, and proposed approach for completing the Designated Substance Survey (DSS) of various buildings as identified within this document. The locations of the work are identified in the Project Locations section of this package. The exact GPS locations have been identified for each building. The "Reference Photos" section of this document provides a photo of each building. Each Respondent must form their own opinions and conclusions with respect to the Work addressed in the RFP Documents. Before submitting a Proposal, the Respondent shall investigate the Place of the Work to fully ascertain existing conditions, circumstances, and limitations affecting the Work. No allowances will be made for additional costs and no claims will be entertained in connection with conditions which could reasonably have been ascertained by such investigation or other due diligence before submitting a bid. Conduct a visual inspection carried out during regular business hours of building structures and finishes. Both architectural and mechanical will be examined to determine the locations and extent of Designated Substances based upon historic use of these materials in building construction. Collect representative samples of building materials suspected to contain asbestos or lead in paint throughout the project specific buildings following intrusive non-destructive methods. Other Designated Substances will be identified visually or by manufacturer. In addition to the Designated Substances, this survey will include an assessment for polychlorinated biphenyls (PCBs) in light ballasts and ozone depleting substances ODSS. Suspected samples collected for asbestos analysis will be submitted to a certified laboratory for analysis using a combination of dispersion staining and polarized light microscopy (PLM). This analytical method is in accordance with O. Reg. 278/05 and follows the U.S. EPA 600R-93/116 Method for the Detection of Asbestos in Bulk Building Material. Suspected samples collected for lead in paint will be submitted to a National Lead Laboratory Accreditation Program (NLLAP) certified laboratory for analysis using atomic absorption spectrometry (AAS). A final letter report for each location complete with figures of sampling locations will be prepared and submitted to Ontario Northland. The Contractor will be required to supply all engineering, labour, material, equipment, travel, living expenses, permits, fees, and all other requirements necessary to deliver the requested services in compliance with all applicable laws. Commercial General Liability Insurance with a limit of not less than five million dollars ($5,000,000) inclusive per occurrence, with no limitations on or exclusions from coverage arising from working on or around railway property, including environmental and pollution liability, bodily injury, personal injury, death and damage to property Professional Liability Insurance with a limit of not less than five million dollars ($5,000,000) inclusive per occurrence and subject to an annual aggregate of not less than five million dollars ($5,000,000).
