The purpose of this project is to clean accumulated bottom sediment, remove any debris, and perform a comprehensive visual and video inspection and evaluation of the interior and exterior condition of the tanks. All inspection and cleaning services are to be conducted with the tanks full and in service. The Contractor shall provide all labor, tools, materials, equipment, insurance, training, and certifications needed to accomplish the work specified herein. Contractor is responsible for keeping construction areas neat, orderly, and in compliance with OSHA standards. Contractor shall comply with all OSHA and AWWA guidelines. The City of Wheaton Water Division's regular business hours are Monday-Friday 7:00 am to 3:30 pm. Potable Water Diving Operations o All diving operations are to be conducted by certified commercial divers who have the current Association of Commercial Diving Educators (ACDE) certification. The successful Contractor is required to provide the City with copies of certifications for those Divers assigned to the City's project. o The diving team shall consist of no less than a three-person team (Diver, Tender and Dive Supervisor), all of whom shall be certified commercial divers. o Divers must use surface-supplied commercial grade diving equipment, including compressor, volume tank, air control filter system and pneumofathometer. The air source shall have been tested within the past 180 days for oil mist and other contaminants, in accordance with OSHA 29 CFR. o Divers must utilize a totally encapsulated diving dress, including diver hardhat with sealed neck dam, and a vulcanized rubber dry suit in good repair. o The diver hard hat shall be equipped with operating voice communication to the surface, and the diver umbilical shall consist of, at a minimum, diver air hose, pneumofathometer, diver communication cable, video, and high intensity lighting power cable. o All diver equipment and any other equipment introduced into the water storage tank shall be dedicated for potable water operations and shall be disinfected with no less than a 200-ppm chlorine spray prior to entry into the water storage tank, in accordance with AWWA C652. o Dive team shall be equipped with live color video with live voice recording, and associated lighting system, between diver and surface team, to allow for real-time surface monitoring of all diving activities and findings, as well as quality control of the complete work. Cleaning o Contractor shall provide the procedure, labor, equipment and supplies necessary to thoroughly remove all accumulated bottom sediment and debris from the potable water storage tanks. o All accumulated bottom sediment and debris shall be removed in a manner that does not compromise the water tank integrity. The work shall not cause disruption to the use or quality of the water. o Removed water, debris, or other waste materials and any necessary permitting will be the responsibility of the Owner. o Removed water must be dechlorinated by the Contractor. o The water tank may be isolated from the system for a minimal period while the cleaning is in process. o The total price entered on the form shall be based on the removal of sediments up to four (4) inches in depth, averaged over the entire floor area. The Contractor's bid shall provide a unit price, per inch, for the removal of bottom sediments in excess of four (4) inches in the water tanks. Should the bottom sediment exceed four (4) inches in a water tank, the City will be notified and a signed authorization from the City, or the City's designated representative, will be obtained prior to the City incurring any additional cost. Inspection o Inspections shall document any OSHA and AWWA health or safety compliance discrepancies related to the water tanks. o Interior surfaces of the water tanks are to be inspected for condition of the steel and paint, or condition of the concrete. o Should any areas require repairs, the City will be notified and a signed authorization from the City, or the City's designated representative, will be obtained prior to the City incurring any additional cost. Reporting o Interior digital documentation of designated facilities, both above and below the waterline. Narrated color video shall review, at a minimum, the conditions of internal walls, floors, roofs, hatches, seams, overflow structures, sediment, and any identified discrepancies. o A description of steel/concrete and/or paint condition, denoting any problem areas. o Description of condition of hatches, vents and screens, ladders, and overflow structures. o Recommendations and cost estimates for repairs shall be provided. Reporting for each facility shall include interior video inspection with real-time closed circuit highresolution color underwater video equipment. All pertinent findings shall be documented on high quality DVD or USB format, including dive maintenance technician's findings and narrative summary, as well as one (1) hard copy report, including comprehensive listing of all discrepancies found, with corresponding photos and recommendations. The report shall be bound and delivered to the City within 30 days. Details on the water storage tanks are described below.
