Notice is hereby given that the Santa Rosa County Board of County Commissioners is seeking bids from qualified contractors or companies for the Recovery and Monitoring Wells Maintenance and Repair. Santa Rosa County Board of County Commissioners encourages all segments of the business community to participate in its procurement opportunities, including small businesses, minority/women owned businesses, and disadvantaged business enterprises. The Board does not discriminate on the basis of race, color, religion, national origin, disability, sex, or age in the administration of contracts. The Board of County Commissioners reserves the right to waive irregularities in bids, to reject any or all bids with or without cause, and to award the bid that it determines to be in the best interest of Santa Rosa County. The Florida Department of Environmental Protection (FDEP) has required the establishment of environmental corrective action programs at solid waste management facilities, which includes Santa Rosa County's solid waste management facilities. The objective of the program is to remediate impacted groundwater to acceptable levels as set by FDEP at each facility. The nature and extent of the remedial action program is based upon site-specific criteria which includes maintenance of recovery and monitoring wells, including but not limited to cleaning and/or replacement of well pumps, control boxes for the pumps, piping, and flow gauges as necessary. Maintenance of monitoring wells may include replacement of above-ground protective casings, and re-development of monitoring wells, as needed. In extreme cases, some older monitoring wells will need replacement. 1. The Contractual Agreement Resulting From This Solicitation Will Be for Firms to Perform a Wide Range of Projects in an Economical and Timely Manner. These Projects May Consist of but Are Not Limited to, Maintenance, Repair, and Installation of Recovery or Monitoring Wells. No Single Project Shall Exceed $50,000 in Total Value Without Written Approval of the Santa Rosa County Board of County Commissioners. 2. This Contract Shall Be Administered by the Santa Rosa County Environmental Department With Individual Projects Being Managed by the Department/division(S) Requesting Work. 3. The Contractor Agrees to Remain on the Project Until the Job is Completed, Based on Not Less Than Eight (8) Hour Working Days. No Work Will Be Done on Holidays, Saturdays, Sundays, or After Normal Daylight Hours Unless Determined to Be an Emergency by the Board of County Commissioners or the Environmental Department. 4. The Contractor Must Properly Follow the Provisions of "underground Facility Damage Prevention and Safety Act." Chapter 556, F.s. And Contact Sunshine 811 Before Excavating, Digging, Clearing, or Other Disturbance of Any Areas. Notification, Locating, and/or Failure to Locate Resulting in Damage to Private or Public Utilities is the Responsibility of the Contractor. 5. The Contractor Shall Take Whatever Measures Are Necessary to Minimize Soil Erosion and Siltation and Water, Air, and Noise Pollution Caused by Their Operations. The Contractor Shall Also Comply With the Applicable Regulations of All Legally Constituted Authorities Relating to Pollution Prevention and Control. 6. Failure to Cooperate and Comply With These Stipulations Will Cause an Unnecessary Delay in the "project" and Will Be Treated as a "breach of Contract" if Not Strictly Adhered to. To Expedite the Project, Absolute Cooperation and Performance From the Contractor Will Be Expected. 7. The Contract May Be Terminated by Either Party With Thirty (30) Days Written Notice. 1.3 Scope of Work Santa Rosa County's Environmental Department is Entertaining Bids for Services of Environmental Field Services, Drilling Companies, and/or Other Qualified Firms. Santa Rosa County's Environmental Department Will Employ and Pay for Services of a Field Services/drilling Company for Three (3) Years to Perform the Specified Maintenance and Repair of Recovery Wells (See Introduction) at Two (2) Closed Landfills (Holley & Santa Rosa Class Iii Landfills) and One (1) Active Class I Landfill (Central Class I Landfill) at Least Every Six Months During the Lifetime of This Contract. Replacement of Recovery Well Pumps Will Be Determined by the Registered Driller and County. The Contractor Will Provide the Pump Model, Specifications, and Price to the Environmental Manager Along With Store Information. Replacement Parts Shall Be the Same Make and Model as the Part They Are Replacing Unless Otherwise Approved by the Environmental Manager or Designated Responsible Official of Santa Rosa County. Locations and Recovery Well Construction Diagrams for Existing Recovery Wells Are Shown in Appendix Ii. Other Services May Include Emergency Repair of Recovery Wells. In the Event Recovery, Well Pumps Fail Before the Scheduled Maintenance, Drilling, or Field Services Crew Must Be Able to Respond to Santa Rosa County's Remediation Needs for Recovery Well Repair With Verbal or Written Communication Addressing the Schedule to Perform Field Services Within 3 Days. Santa Rosa County's Environmental Department May Employ and Pay for Services of a Field Services/drilling Company to Perform Specified Maintenance and Repair of Monitoring Wells at Active Central Landfill, Closed Class Iii Landfill, and Closed Holley Landfill on an as-needed Basis. Work Will Include but is Not Limited to Replacement of Above-ground Monitor Well Protective Casings, Monitoring Well Re-development, Purging, Sparging, High-pressing Jetting, and/or Chemical Cleaning Well Casings, Screens, and Pumps via an Fdep-approved Method. Should a Monitoring or Recovery Well Need to Be Installed the Contractor Will Follow Their Rate Sheet for Well Installation. Should a Monitoring or Recovery Well Need to Be Abandoned the Contractor Will Follow Their Rate Sheet for Well Abandonment. 1.4 Quality Assurance/quality Control All Responders of the Specified Work Herein Must Be Authorized to Operate in the State of Florida and Must Provide Proof of Such at the Time of Submitting Their Bid. 1.4.1 Driller Registration The Company Performing the Specified Work Must Have a Driller Registered by the Northwest Florida Water Management District. 1.4.2 Proof of Registration Proof of Driller Registration With Northwest Florida Water Management District Should Be Provided in the Bid Submittal. Upon Selection, Each Awarded Firm Shall Provide a Complete Copy of the Approved Driller's Registration. 1.4.3 Subcontractor Proof of Certification If the Firm is Engaging Others to Perform Different Tasks, Then Each Subcontractor Should Be Identified, Along With the Work They Are to Perform. Upon Selection, Each Awarded Firm Shall Provide a Complete Copy of the Approved Driller's Registration or Other Required Information Before Accepting or Completing Any Duties Under This Scope. 1.5 Field Staff The Firms Shall Provide a Listing of All Key Personnel Utilized for Fieldwork. This Listing Shall Include but Not Be Limited to All Principals, Project/program Managers, Quality Assurance/quality Control Managers, and Field Personnel. 2.0 Health and Safety Programs 2.1 Certification Persons Performing Field Work Must Take Appropriate Precautions to Ensure That Proper Personal Protection is Maximized and Minimize the Probability of Chemical Exposure. the Contractor Must Have a Standard Health and Safety Program That All Persons Are Required to Be Familiar With. Evidence of Osha Hazwoper 40-hour Initial Training and Current Annual Refresher Training of Sampling Personnel Must Be Furnished Before the Start of Fieldwork. At a Minimum the Field Personnel Will Have Available for Immediate Emergency Use: Clean, Potable Water Soap, Portable Emergency Eye Wash Basic First Aid Kit Sampling Team Vehicles Shall Also Be Equipped With Two-way Radios or Cellular Phones Failure to Have These Materials Immediately Available for Any Field Activity Will Result in the Project Being Discontinued Until Corrected. 2.2 Training This Program Requires Proper Training for Field Personnel. This Training Will Minimize Risks to Personal Health and Safety. These Aspects Are Discussed in the Following Sections. the Awarded Firms Shall Provide a Copy of the Company's Health and Safety Program for Review by the Santa Rosa County Environmental Department. 3.0 Recovery Well Field Maintenance & Repair The Contractor's Field Crew Shall Observe All Fdep and Nwfwmd Guidelines While Performing Field Maintenance on Recovery Wells to Ensure That Damage to the Aquifer Does Not Occur. Where Appropriate the Contractor Shall Notify Fdep and/or Other Governing Entities When Necessary. Recovery Well Location Site Maps for the Three Landfills (Central Landfill, Santa Rosa Class Iii Landfill, and Holley Landfill) Are in Appendix Ii. Recovery Well Construction Information is Listed by Landfill in Appendix Iii. Recovery Well Maintenance Repair Will Be Calculated Per Well Per Maintenance Event Basis for Each of the Three Sites. Before the Replacement of Any Well Hardware Such as Piping, Control Box, Flow Meter, Pump, Pump Motor, or Complete Pump Assembly, an Itemized Quote Must Be Submitted by the Contractor and Approved by the Environmental Department Before Proceeding With the Repair. The Contractor Must Begin Recovery Well Field Maintenance and Repair Within 15 Days of Notification From the Environmental Department. Typical Maintenance Includes a Minimum of Two Site Visits, Pulling the Pump and Down Well Piping, Chemical Cleaning, High-pressure Jetting Along All Sides of the Entire Length of the Well Casing, Sparging Using Air or Other Effective Means So as to Not Damage the Well Casing or Screening, High-pressure Cleaning of the Inside of All Down Well Piping Using High-pressure Water Jetting or Other Effective Means as to Not Damage the Well Pipe or Screen, Cleaning and Inspection of the Pump, Motor, and All Components, and Recommendations to the Department of Any Replacement Items. 4.0 Field/recovery Well Maintenance Report Preparation A Complete Report of Field Activities Summarizing the Events That Took Place During the Maintenance Event Must Be Submitted to the Environmental Manager for Review. at a Minimum, the Report Should Include Methods and Any Chemicals Used to Clean the Recovery Wells, a Full Summation of the Event, and a Photo Log. All Reports Shall Be Submitted to Santa Rosa County's Environmental Manager Within 30 Days After Completion of Recovery Well Maintenance, Pump, or Recovery Well Replacement, a Complete Report Must Be Submitted Along With All State Well Permits. Replacement Recovery Well Pumps' Serial Numbers Must Be Included in the Reports to the Src Environmental Department.
