Question Deadline 05/31/2024 at 2:00 PM PT Oakland Affordable Housing Preservation Initiatives (OAHPI) is soliciting proposals from interdisciplinary consultant teams (Consultants) comprised of experts with experience in project planning, financial feasibility, and public outreach that builds consensus to create a redevelopment and development program for OAHPI's scattered site portfolio that will primarily become the basis of a scope of work for a developer solicitation and selection process. The Request for Proposals (referred to as "RFP" herein) seeks impactful proposals to create a Strategic Plan (the Plan) to best utilize, redevelop, maintain, expand, or dispose of the OAHPI portfolio of existing, occupied affordable housing units reserved for low-income, very low income, and extremely low-income households as well as produce new low-income and affordable housing units for households earning less than 80% AMI. OAHPI's priorities include a special emphasis on creating Permanent Supportive Housing (PSH) for individuals and families who were once homeless and continue to be at imminent risk of homelessness. Additional priorities include providing affordable housing for 40% AMI and 50% AMI families. OAHPI is seeking a Plan that culminates in an action plan for 1) immediate action, 2) catalytic opportunities and 3) a five-year prioritized plan for implementation of the recommended strategies. OAHPI will use this RFP to identify and select a consultant team(s) to provide the services outlined in the RFP and as a result, enter into under contract with OAHPI. OAHPI is not obligated to issue any contract(s) with this RFP process and reserves the right to reject some or all proposals received, or alternatively to hire any consultant it deems appropriate in its sole and absolute discretion within or outside of the evaluation process
