The Supply Contract referred to in this RFP concerns the supply of a new 2,790 m3 capacity above-ground bolted-glass-fused-to-steel potable water storage standpipe and appurtenances to be installed at the WTP in Morden, Manitoba. The work under the Supply Contract will be performed in two phases, as further described in this RFP: Phase 1: PART A Shop Drawings Phase 2: PART B Equipment Supply and Erection. MWSB will award the successful Supplier both Phase 1 and Phase 2 work for the agreed to pricing. The Supplier will only proceed with Phase 1 work with the initial award of the Supply Contract. The Supplier will then proceed with Phase 2 work only when a Novation Agreement has been signed and the Supply Contract has been transferred to the Construction Contractor. The Tank operates as a standpipe managing pressure to the City with a normal operating range of: Fill/Pump Start: low 27.6m (90 feet or 42 psi) Fill/Pump Stop: high 30.4m (100 ft or 46 psi) The Standpipe Will have at least 1.5m of freeboard at the top in order to accommodate an Engineered Trihalomethane Removal System (TRS) BY OTHERS, that includes surface aerator(s), Tank Mixer, and high-volume air exchange in the headspace. The Tank structure will be designed to accommodate the upper and lower wire anchors for the aerators and it shall have the appropriate roof openings for the supply and exhaust air. The bolted steel storage standpipe supplied under this proposal will be pre-fused with glass to the fullest extent practicable. The concrete slab and ring beam foundation for the bolted tank will be designed by the supplier as part of the Supply Package, but constructed by others (Prime Contractor). The design will be sealed by an Engineer registered in the Province of Manitoba. The supporting piles under the slab foundation will be designed and sealed by Associated Engineering with input and collaboration with Supplier. The bolted tank supplied under this proposal will be field installed/erected by the supplier. The supplier shall have their own permanent installation crews. Project timelines are: Anticipated date of award and signing of Supply Contract to successful Proponent is: May 27, 2024 This triggers the commencement of Phase 1 Works for Part A. Anticipated date of award of Construction Contract to Construction Contractor, and execution of Novation Agreement is: August 1, 2024. This triggers the commencement of Phase 2 Works for Part B. Total Project Completion is anticipated to be: August 1, 2025. Conceptual Construction Timelines (may change based on actual Construction Contractor Schedule): Completion of the new Standpipe Foundation is anticipated for October 1, 2024. Commencement of the erection of the new standpipe by Supplier is Spring 2025, as it is assumed that the erection cannot start so late in 2024 given weather and Supplier availability. IF the Supplier could start erection October 1, 2024; this would be very attractive to the Owner as the existing standpipe is at the end of its service life. Completion of the full work program including installation of all equipment and piping connection is anticipated by no later than August 1, 2025. The successful Supplier shall prepare a detailed set of shop drawings and equipment supply lists for the Engineer to incorporate into the overall design of the City of Morden WTP Upgrades project. Time is of the essence for the delivery of Shop Drawings for the timely tendering of this project. Late deliveries may incur liquidated damages. The Supplier will provide a schedule of delivery for Shop Drawings if the packages will be broken up into more than one submission. The Prime Contractor will provide all necessary labour and equipment to off-load their equipment when delivered to site. The Supplier will provide all necessary labour and equipment to erect the standpipe. The successful Supplier will be required to deliver the Material Delivery Duty Paid (DDP) to the site located at: City of Morden WTP 3 Water Tower Dr. City of Morden, Manitoba R6M 0G7 Delivery of the Material to the Site shall be coordinated with the Construction Contractor. Proponents shall include all transportation costs in their Proposals. Question Deadline: Fri May 17, 2024 4:00:00 PM (CDT) Duration in months: 24
